【摘要】 R&D资源是科技创新、推动经济发展的基本要素，更是R&D活动的核心。R&D资源主要有R&D人力资源、R&D物力资源、R&D财力资源和R&D信息资源组成。R&D资源在不同空间的使用是决定R&D资源利用效率的重要因素，R&D资源布局的合理性直接影响着区域经济的发展。本文目的是河北省R&D资源有效支撑地方经济发展，研究对象是优化河北省R&D资源区域布局，通过分析河北省内11个市R&D资源总量以及结构，对比河北省R&D资源的空间差异，有效的揭示了区域内R&D资源的配置效率，探讨怎样进一步通过优化河北省R&D资源区域布局、更加促进经济发展的途径和措施。通过对河北省R&D资源资源的总量分析和描述性分析，阐述R&D资源在河北省分布的现状和特点，运用聚类分析方法将河北省11个市分为三个类别。通过分析R&D资源总量、结构、空间差异和配置效率，得出河北省R&D资源布局存在着资源投入不足，结构不合理，空间差异较大，配置效率低的结论。基于对河北省R&D资源区域布局的分析，本文提出了优化R&D资源区域布局的对策建议，具体如下：发挥政府的引导作用，加大对R&D活动支持力度；将各地区R&D资源科学整合，大力投入R&D经费和人员；调整R&D资源结构，使R&D资源布局更加合理；不断提高R&D资源利用率；依据河北省产业规划，优化R&D资源区域布局。更多还原

【Abstract】 R&D resources are the essential elements for scientific and technologicalinnovation and economic development, are the core of R&D activities. R&Dresources include R&D human resources, R&D material resources, R&D financialresources and R&D information resource. The using of R&D resources in differentspace is an important factor to determine the R&D resource efficiency, the rationalityof R&D resources distribution distribution affects the regional economydevelopment.The Purpose of this paper is research the R&D resources supporting theregional economy development effectively. The object is to optimize the Hebei R&Dresources regional distribution. through analysing the total and structure of Hebei11Cites’ R&D resources, comparing the spatial differences, reveals the regional R&Defficiency of resource allocation, explore the measures to further optimize regionaldistribution of R&D resources so as to promote economic development.Through analysis on total R&D resources and descriptive analysis in hebei,elaborate the status and characteristics of the distribution in Hebei. Divide the11cities to three categories using cluster method. By analyzing the amount, structure,spatial differences and allocative efficiency, the following concludes can be drawn:the investment of R&D resources is insufficient, the structure is unreasonable, thespatial difference is larger, the allocative efficiency is low.Based on the analysis of R&D resources regional distribution in Hebei, the paperproposes the following measures and suggestions for optimizing R&D resources inthe regional distribution: play the government’s guiding role, increase the R&Dinvesting, adjust the R&D resources structure, so that R&D resources in a morerational distribution, increasing R&D resource utilization, optimize the R&Dresources regional distribution according Hebei industrial planning.更多还原
