【摘要】 在总结与新城和社区有关的既有研究的基础上，本文以新城社区作为对象展开研究。首先定义了新城社区的概念，然后针对构筑生态和谐的社会系统的新城发展目标，从社区的层面展开研究。将管理学中社会系统学派的理论引入新城社区规划与管理的语境进行研究。在系统组织理论的框架下，厘清新城社区组织的三要素之间的关系，将其作为三个基本研究视角对新城社区存在的问题进行深入解读，并分别提出了改进方向：在共同目标的视角下，首先弄清了共同目标与指标体系之间的关系，然后以中新天津生态城为例，针对指标体系中的疏漏之处展开分析，解读了共同目标在落实过程中失准的原因。在协作意愿的视角下，本次研究将新城社区中各利益主体的“权力——责任”关系与“利益——风险”关系作为研究切入点，分析了现状两种关系的失衡状况。在信息沟通的视角下，本次研究将现状新城社区中的信息沟通情况绘制成图表，并指出当下新城社区的信息沟通中存在的信息平台封闭、信息渗透单向、信息沟通瞬发等特性，并认为这些特性造成了新城社区信息沟通的不足。针对上述分析，本文对新城社区的发展提出了制度优化策略，并且指出了规划师在新城社区规划与管理中的职责的转变。从新城社区形成的促进、公众参与机制的完善、监督与考核制度的优化等方面提出了具体的操作措施层面的建议。从规划师参与规划的环节、职业方向的分化、获取信息的方式等方面对规划师职责的转变给出预见性的观点。更多还原

【Abstract】 Firstly, the paper introduces the concept of Metro community and presents theresearch of Metro community as the study object via solving the problems in terms ofthe current popularity, different interests of groups, and lack of innovation in socialinstitutional environment.Subsequently, methods of system analysis, multi-disciplinary approachcombining research etc. are applied. Meanwhile, the social system of managementscience theory is introduced in the research of the Metro community study. In theframework of system organization theory, the relationship between the three elementsof the Metro community is identified, and the three are the basic direction in the study,and some recommendations are presented:In the perspective of a common goal, the relationship between the system ofcommon objectives and targets are analyzed. And the case study of the new TianjinEco-City supports the research. In the case study, the reasons of misalignment in theimplementation process of the objectives are interpreted through analysis of theomissions in the index system;In the perspective of collaboration Willingness, this study makes variousstakeholders’ relationships in the new town community, such as the "power andresponsibility" and the "benefit and risk", as the research’s starting point, and itanalyzes the imbalances status between these two relationships;In the perspective of information communication, this study draws the new towncommunities’ information communication situation into a chart, and pointed out thatsome characteristics, such as community information platform closed, one-wayinformation penetration and instantaneous communication of information, that exist inthe current new town communication system, and the study believes that thesecharacteristics caused a shortage of new town’s information communication.Finally, according to the analysis above, this paper presents the optimaldevelopment strategy of the new communication system, and notes a shift of theplanners’ role in the new town community planning and construction duties.In the optimization system, the article puts forward the operation measuresspecific recommendations for the optimization and improvement, to promote the public participation mechanism of supervision and evaluation system is formed fromthe Metro community. On the transformation of planners’ responsibility, from theplanner in the planning process, the differentiation of occupation, the way to getinformation and other changes to give planners responsibility foresight perspective.更多还原
