基于组合赋权和改进TOPSIS模型的长沙市生态可持续能力评价

【摘要】 中国城市伴随着经济发展、城市化和工业化的不断加速,以及近几年城市人口的急剧膨胀,由此给城市健康发展带来了一系列生态环境问题。长沙市作为长株潭“两型社会”改革实验区的核心城市,加快长沙生态发展,实现经济、资源和环境之间的均衡发展是国家加快推进新型城市化的重大战略举措。城市生态系统是一个不断发展并由自然、经济、社会等多元素组成的多层次的复杂系统,国内外对城市生态系统的可持续性研究尚不成熟,而且关于城市生态的指标体系也是层出不穷。建设生态化城市是人类在21世纪生存发展的关键,目前许多国家和地区都采取了适当的措施来提高城市的生态可持续性。本文从我国经济发展和生态环境现状出发,结合长沙市城市的具体情况,构建了与之相适应的城市生态系统可持续发展的指标体系;收集了2007—2011年的各项评价指标的原始数据,运用组合赋权法和改进的TOPSIS模型对长沙城市生态综合发展的实际情况进行评价,根据评价分析的计算结果,对所选取的样本根据优劣性进行排序;此外,还对纵向指标之间和横向样本之间的数据进行比较,从整体概况和具体细节两个不同的角度发现与找出存在的问题,并以此为依据对长沙市进一步加强城市生态建设提出了政策建议。
【Abstract】 Chinese cities with economic development, urbanization and industrialization accelerating, and in recent years the rapid expansion of the urban population, have brought a series of ecological and environmental problems to the healthy development of the city. Changsha City as "two-oriented society" reform experimental zone of the core city among Chang Zhu Tan region, accelerate the development of Changsha ecological, and achieve balanced development between economic, resource and environment are major strategic initiatives of our country to accelerate the new urbanization. Urban ecosystem is an complex systems ever-evolving, and being consist of natural, economic, social and other elements of the multi-level. Domestic and abroad urban ecosystem sustainability research is not yet mature, and indicators on urban ecology emerge in endlessly.This paper, based on china’s economic development and ecological environment situation, and combined with the specific circumstances of Changsha city, has constructed urban ecosystem sustainability indicator system; By collecting raw data of the evaluation indicators from2007-2011, the research used the combination weighting method and the improved TOPSIS model to evaluate the actual situation of ecological comprehensive development of changsha city, and according to the analysis of calculation results, the selected samples had been sorted inorder to distinguish their quality; In addition, comparison has been done among data abstracted from vertical indicators and horizontal samples, so as to find existing problems through macroscopic view and specific aspects respectively. In the last, some policy suggestions were put forward based on analysic results to further strengthen Changsha urban eco-system construction.
