【摘要】 出租汽车行业做为一个新兴的服务行业，在国家管理层面经历了由多部委分别管理到交通运输部统一管理的演变。在长年多部委管理的情况下，形成管理政策真空，导至地方各城市出租汽车管理出现政策规定不统一，运营管理模式不统一、收费标准不统一的现象。在这种管理体制下，形成出租汽车行业运营管理模式不符合市场经济发展规律，出现了公司运营管理混乱，多收费、乱收费现象造成驾驶员队伍不满；经营权的归属发生争议，出租汽车公司与驾驶员因争抢出租汽车经营权至使一名驾驶员死亡；驾驶员制约制度缺失，服务质量饱受社会诟病等问题。并且在全国范围内多个城市出现过因经营权问题，出租汽车驾驶员罢工、罢运或集体上访等社会影响较为广泛的群体性事件。文章以治理理论做为理论框架，通过综合运用文献分析法、比较分析法以及调查研究法，对郑州市的出租车行业运营管理做了理论和实践两方面研究和分析，并通过研究其它国家地区的出租汽车运营管理措施，参考对照我国比较突出的北京、上海、温州等三种运营模式，对郑州市出租车行业存在的主要矛盾和亟需解决的问题进行了判断。最后，综合运用治理理论，提出郑州市出租汽车运营管理的治理方法和对策，以破解郑州市出租车管理和运营中存在的问题。更多还原

【Abstract】 As an emerging service sector, the taxi sector has undergone the evolution from management by several ministries&commissions respectively to unified management by the Ministry of Transport in respect of the national management. In the case of management by several ministries&commissions for many years, vacuum of the administration polices has been formed and led to discrepancy of policies®ulations, operation&management modes and charge standards with the taxi management in different cities. With such management system, inconsistency of the taxi sector operation&management mode with the market economy development rules has emerged, and phenomena of taxi company operation management chaos, and extra charge or unlawful charge have appeared to cause dissatisfaction of the taxi drivers; the management right is disputed and even a driver died when struggling with the taxi company for the taxi managerial authority; the driver restriction system is in absence and the service quality is always criticized by the society; other problems have also been caused. Moreover, there have been the mass incidents of strikes, collective petition and so on by taxi drivers, which have caused the vast social influences, over the management right in many cities nationwide.In this paper, the administration theory has been used as the theoretical framework, and the theoretical&practical research&analysis of the taxi sector operation&management in Zhengzhou has been carried out by utilizing the literature analysis method, the comparative analysis method and the survey research method comprehensively. Moreover, by studying the taxi operation&management measures in other countries and districts, and referring to the modes of Beijing, Shanghai&Wenzhou that are outstanding in China in a comparative way, the principal contradiction and the problems to be settled urgently with the taxi sector in Zhengzhou have been judged. Finally, by utilizing the administration theory comprehensively, methods and measures for the taxi operation&management in Zhengzhou have been proposed to settle problems with the taxi management&operation in Zhengzhou.更多还原
