【摘要】 中国特色新型城镇化道路,是现代化的必由之路,并通过它破除城乡二元化结构,这是政界和学界已经达成的基本共识。经过三十多年的改革之后,中国政府终于痛下决心,着手来解决计划经济时代形成的影响中国社会经济发展中最为棘手的城乡二元结构问题,以推进城镇常住人口公共服务的全覆盖,使农业转移人口和城市人口一样共建共享现代城市文明。转变了以往注重经济发展,追求GDP的发展模式,开启了以人为本,消除地域差异、身份差别、尊重公民权利的社会发展历程。这是一次具有里程碑意义的发展思路的转变。新型城镇化有别于以往的城镇化。首先,它强调以人为本,重点解决城乡之间农业转移人口进入城市和享受市民身份和待遇的问题；在城市里,解决现代化城市与城中村、棚户区的不协调问题；在空间结构上,解决东、中、西部城镇化布局不均衡的问题。其次,新型城镇化强调城镇化、现代化、信息化和农业现代化的四化同步发展；再次,它将解决中国城镇化空间布局不平衡问题；第四,新型城镇化是一个节约、环保、低碳、生态和谐的城镇化；最后它是继承传统文化的城镇化。它汲取了传统城镇化经验教训,明确了政府与社会、政府与市场各自的责任和使命。本文梳理了中国从城市化到城镇化再到新型城镇化的历程；阐释了城镇化概念和有关城镇化的基本理论；解析了新型城镇化的主要特征；分析了新型城镇化所面临的挑战；揭示了新型城镇化建设的基本路径。更多还原

【Abstract】 Chinese Characteristic new-type urbanization road is a road that modernization must take and China eliminates the town and country dualism structure by it.That is basic identity that political and academic communities have reached.After that Chinese government launched reforms for the more than30years,it finally makes up ones mind and begans to resolve town and country dualism structure problems which influence Chinese social and economic developments and were most Knotty in the plan-economic era into order to promote all public service to benefic permanently residents in the town and city as well as make agriculture-emigrants to enjoy modern city’s civilization withe the citizens as well.These have transformed the development’s pattern that one last emphasized economic development and pursued GDP,but opened the social development’s course which made human being as foundation,eliminated the difference between region and region,difference of people’s status and respected citizen right.It’s a transform of development’s idea which has significance as milestone.New type urbanization is different withe last urbanization.First,it emphasizes taking human being as foundation,as focal point,it resolve problems that agriculture-emigrants between town and country entry into cities and enjoy status-citizen and treatment.In cities,governments should need resolve no-harmonious problems which there are illages and shed-districts in the cities,in the space-structures,governments should need resolve problems which there are no-balances of urbanization arrangement in the east,middle,and west regions. Second,new-type urbanization emphasize four areas development in step-urbanization,modernization,informationlization,and agriculture-modernization.Third,it will resolve no-balance problems of Chinese urbanization space-arrangement.Fourth,new type urbanization is urbanization of saving,environmental protection,low-carbon,and ecological harmony.Fifth,it is urbanization which inherited traditional culture.It has absorbed lessons and experience of traditional urbanization and clearly realized duties and mission.This article has combed course that was from city building to urbanization and again to new-type urbanization,explained conception of urbanization and basic theory of urbanization,analyzed important characteristics,analyzed challenges that new-type urbanization faces,and revealed major roads of new type urbanization construction更多还原
