【摘要】 伴随着信息化时代的到来，网络不仅成为人们生活中一种重要的技术工具，而且对人们的政治生活也产生了巨大的影响。网络社会以其独特的自由、开放、平等、隐蔽等优势，改变了传统信息传递的方式，激发了人们政治参与的热情，拓宽了人们政治参与的空间，提高了政府的行政效率，提升了政府工作的透明度，对民主政治生活产生了巨大的推动作用。然而，网络是一把“双刃剑”，它在推动民主政治发展的同时，也带来了一些消极影响，诸如网络暴力、网络群体性事件等，甚至可能引发无政府主义。尽管如此，网络民主是社会发展的必然产物，它作为对现实政治生活的补充和延伸，发挥着巨大的作用。基于此，本文围绕着网络民主这一主题，对我国网络民主发展的现实困境与对策进行了分析。论文主要分为三大部分：第一部分，主要界定了网络民主的内涵、概括了网络民主的特征、实践形式与构成要素；第二部分，全面论述了我国网络民主发展的现状，深入分析了当前我国网络民主发展面临的现实困境与原因；第三部分，是本文研究的重点内容，立足于网络民主的基本理论、发展现状、现实困境，有针对性地提出了推动我国网络民主健康发展基本原则与具体对策。更多还原

【Abstract】 With the advent of the information age, the network not only become an importanttechnology tool of people’s lives, but also had a huge impact on people’s political life.Network society, with unique advantages of freedom, openness, equality, covertness, changesthe traditional way of information transfer, arouses the enthusiasm of the people’s politicalparticipation, broadens the space for people’s political participation, improves administrativeefficiency, increases government work transparency, and hugely promotes democraticpolitical lives. However, the network is a "double-edged sword" which promotes thedevelopment of democratic politics on the one hand and brings some negative impact on theother hand, such as network violence, network group events or even leading to anarchy.Nevertheless, the cyber democracy, playing a vital role in supplementing and extending thepolitical realities, is an inevitable product of social development. The present thesis is carriedout on the theme of cyber democracy with the analysis of practical difficulties andcountermeasures in the development of cyber democracy in China. The thesis is divided intothree parts: first, definitions of cyber democracy and summarization of cyber democracy’scharacteristics, practical forms of the constituents; second, comprehensive discussion of thecurrent development of cyber democracy in China and detailed analysis of its currentdilemma and the reasons; third, and the most important part of the thesis, based on theprevious discussion, the thesis puts forward basic principles and specific measures to promotehealth development of the cyber democracy.更多还原
