【摘要】 牡蛎产业是广东省传统的海洋养殖产业，具有悠久的养殖历史，因此，牡蛎养殖产业的发展具有较大的优势和特点。但是，牡蛎养殖产业的发展遇到了瓶颈，使得该产业长时间停留在传统方式养殖，加工方式处于初加工阶段。同时，出现了海域污染威胁、产业政策缺失和非规模化生产等问题，牡蛎产业与人们的生活关系密切，事关社会就业、社会稳定等问题。合理及时的解决牡蛎养殖产业发展中存在的问题，具有紧迫性。本论文以牡蛎养殖产业为研究对象，根据目前国内外学者的研究现状，本文对今后的牡蛎产业发展具有一定的参考意义。首先，对文中用到的理论：公地悲剧、产业发展理论和公共政策理论进行阐述，这是研究牡蛎产业发展中公共政策的理论依据。通过对广东省多地区的实地考察，了解牡蛎产业及政策的发展现状，然后通过对国外及国内其他省份公共政策的对比分析，借鉴国内外牡蛎产业发展的一般性规律，根据得出的促进广东省牡蛎产业发展的启示，提出促进广东省牡蛎产业发展的对策，加快牡蛎产业化进程。本文中提出的对策建议是在政策引导下充分利用区位优势，建立健全的扶持性财政支持和金融支持政策体系，建立保护牡蛎资源和养殖环境政策体系，精深加工延伸产业链，加大科技创新等对策，加快广东省牡蛎产业化发展，对未来广东省牡蛎产业的发展具有很大的借鉴意义。更多还原

【Abstract】 Also known as oyster, oyster, is our country’s important mariculture shellfish,Guangdong Province, is the traditional marine aquaculture industry.
