【副题名】以临朐为例

【摘要】 乡村旅游处于旅游业与农业的交叉领域，是新世纪我国乡村发展、旅游业发展的重要组成部分。随着我国对外开放程度的增加，农业和农村面临着非常严峻的挑战，乡村旅游作为充分利用农村剩余劳动力资源、促进农业产业结构调整、维护农村经济社会可持续发展的重要途径，其发展越来越受到重视。我国乡村旅游起步虽然比较晚，发展速度却不容小觑，近年来更是发展非常迅猛。但是，与西方发达国家相比，我国的乡村旅游尚处在发展的初级阶段，在发展过程中遇到的问题很多，如资源环境破坏严重、基础设施条件较差、经营与管理体制不健全、产品单一缺乏创新性、从业人员素质不高等，这些问题极大地制约了中国乡村旅游的可持续发展。发展乡村旅游有利于促进旅游业的整体水平的提高、推进和谐社会的构建，如何使其规范发展,走向健康、持续的发展道路,具有重要的战略意义。临朐县作为山东省典型的旅游大县，自然资源与文化底蕴等旅游资源得天独厚，对于探讨我国乡村旅游的可持续发展模式具有很好的借鉴意义。因此本文以临朐县乡村旅游为例，将乡村旅游相关的理论结合临朐县的具体实际进行研究，在对国内外的乡村旅游发展现状与存在的问题进行了初步研究的基础上，进行对比分析，并运用SWOT分析法实事求是地分析了临朐县乡村旅游发展过程中所面临的诸多问题和发展机遇，针对临朐县乡村旅游发展过程中存在的问题，提出了立足临朐县实际、可操作性强的乡村旅游可持续发展战略思路和建议，主要有以下对策：在认识上，树立科学发展观，注重资源与环境的保护；在管理上，坚持政府主导，完善政策、法规体系，加强基础设施建设，实现区域合作，打造强势品牌；在开发过程中，强调社区参与和规范经营；在产品上，注意挖掘文化内涵和保持乡土特色，开发多样化的产品；在保障方面，加强人才引进和培训，提升从业人员素质，加强游客管理。并提出了一系列切合临朐县实际情况的相关乡村旅游发展的设想。更多还原

【Abstract】 Rural tourism is an important part of the development of China’s rural development andthe tourism industry in the new century，which is at the intersection of tourism andagriculture. With the increase of China’s opening up to the outside world, the agricultural andrural confronted with hitherto unknown challenge, rural tourism as an important way topromote the adjustment of agriculture industry structure, make full use of surplus labor, ruralmaintain rural social and economic sustainable development, the development of more andmore attention. Although China’s rural tourism started late, the development is very rapid, inrecent years is the rapid growth in the peak. However, compared with foreign countries, thedevelopment of rural tourism in China is still in the initial stage, there are many problems inthe development process, such as resource serious destruction of environment, infrastructureconditions, management system is not perfect, the lack of innovative products a single, lowquality of practitioners, these problems restrict the sustainable development of rural tourismChina fundamentally. The development of rural tourism is conducive to promoting the overalllevel of improve tourism, accelerate the construction of harmonious society, how tostandardize the development, to the healthy, sustainable development, has important strategicsignificance.Linqu County of Shandong Province as a typical travel large county, the natural resourcesand cultural tourism resources be richly endowed by nature, is of great significance for thesustainable development model of rural tourism in china. Therefore, rural tourism in LinquCounty as an example, the rural tourism related theory combined with the actual situation inLinqu county were studied, based on the current situation of rural tourism development athome and abroad and the existing problems, analyzed, and by using the SWOT analysismethod to seek truth from facts analysis of the face of Linqu county the rural tourismdevelopment process of many problems and opportunities, for the development of ruraltourism in Linqu County, we put forward based on the reality of Linqu County, strongoperability of rural tourism sustainable development strategies and suggestions, mainly hasthe following countermeasures: in the understanding, establish Scientific Outlook onDevelopment, pay attention to the protection of resources and environment; in themanagement, adhere to the guidance of the government, improve policies, laws andregulations, strengthen infrastructure construction, achieve the regional cooperation, to create a strong brand; in the process of development, emphasis on community participation andstandardized operation; in the product, pay attention to excavate cultural connotation and keepthe local characteristic, the development of diversified products; in security, strengthen thetalent introduction and training, enhance the quality of employees, enhance visitormanagement.
