【摘要】 长期以来，致力于改变我国落后面貌的发展战略催生了经济至上的技术创新观，经济的高速增长伴随着生态环境恶化、自然资源短缺及区域发展不平衡，引发了日益严重的社会矛盾。传统的技术创新已经不再符合经济可持续发展的新要求，因此，必须引入一种新的创新手段——即生态化技术创新。生态化技术创新是以公平性和协调性为原则，以市场需求为导向，在追求经济效益的同时，将生态观念纳入新技术和新工艺的构思、研发、生产、市场化的全过程及创新活动的各方面，通过合理配置资源，最终实现生态平衡、社会和谐、经济发展和人全面发展的四维价值目标，本文据此将生态化技术创新划分为自然生态化技术创新、社会生态化技术创新、经济生态化技术创新、人文生态化技术创新。在此基础上分析生态化技术创新与战略性新兴产业的内在契合及生态化技术创新推进战略性新兴产业发展的作用机理与着力点。生态化技术创新和战略性新兴产业的契合表现在背景贴合、需求互补、目标一致三个方面，以生态化技术创新推进战略性新兴产业发展有其科学性和必然性。在我国社会主义经济制度和市场经济体制的大背景下，推进战略性新兴产业又好又快发展，必须处理好政府与市场的关系，构建有效的政府管理体系是完善市场经济体制的核心。因此，本文将通过对促进产业发展的市场选择和政府决策两大模块的分析来解读生态化技术创新推动战略性新兴产业发展的作用机理，并在此基础上以产业发展的技术、市场、政策、人才各要素为切入点，从四个方面分析生态化技术创新推进战略性新兴产业发展的着力点，即以自然生态化技术创新挖掘技术创新的深度、以经济生态化技术创新开拓市场供需的广度、以社会生态化技术创新加大政策支撑的强度、以人文生态化技术创新提升人才培养的高度，并给出相应的对策建议。更多还原

【Abstract】 For a long time, committed to the backwardness of the development strategy ofChina gave birth to the technology innovation economy view, rapid economic growthaccompanied by the deterioration of the ecological environment, the shortage ofnatural resources and regional development imbalance, leading to more serious socialconflicts. Traditional technology innovation method can’t meet the new requirementsof sustainable economic development, therefore,we must pull-in a new concept ofinnovation—The view of eco-technology innovation.Eco—technology innovation is based on fairness and harmony as the principle,take the market demand as the guidance, in the pursuit of economic benefits at thesame time, the ecological concepts into all aspects of the whole process and theinnovation of new technology and new process design, R&D,production, marketing,through the rational allocation of resources, realize the four-dimensional the valuegoal of ecological balance, social harmony, economic development and people’sall-round development, this paper divided the ecological technology innovation intofour subsystems:natural Eco—technology innovation,social Eco—technologyinnovation, economic Eco—technology innovation, humanistic Eco—technologyinnovation. Based on the analysis of internal harmony of Eco—technologyinnovation and emerging industries of strategic importance and mechanism of ecotechnology innovation to promote the development of strategic emerging industriesand focus.Fit the ecological technology innovation and emerging industries of strategicimportance in the background, demand is complementary, the same goal three aspects,the eco-technology innovation to promote the strategic emerging industry has itsscientific nature and necessity. In the background of Chinese socialist economicsystem and market economic system, promote the rapid and sound development ofstrategic emerging industries, must handle the relationship between government andmarket, government management system construction is the core of the marketeconomic system. The mechanism through analyzing the market choice andgovernment policy to promote the development of industry of two big modules to theinterpretation of eco-technology innovation to promote the development of strategicemerging industries, and on this basis to the various elements of industrial development of the technology, market, talents, policy as the breakthrough point,discusses the natural ecological technology innovation mining technology the depth ofinnovation, economic ecological technology innovation to open up the market supplyand demand, the breadth of humanistic ecology technology innovation to enhancetraining height, to social ecology technology innovation policy formulation of thestrength, and put forward the corresponding countermeasures.更多还原
