【摘要】 近年来，全国食品安全事故时有发生，食品行业诚信危机不断，从毒大米事件，到“苏丹红”、“孔雀绿”，以及近年来“三鹿奶粉”、“塑化剂”和“皮革奶”等一系列事件，公众对食品缺乏安全感，食品企业失信引发的社会危机再度成为社会关注的焦点。揭阳市位于广东东部，是经济欠发达地区。食品生产加工行业是揭阳市的传统产业，由于经济发展水平不高、企业的生产能力、管理水平和经营者的质量意识不能完全适应当前的市场竞争环境等原因，该市食品行业的发展几经波折。2006年，揭东县锡场镇因生产劣质饼干和劣质饮料问题严重被省打假联席会议确定为打假重点区域；2007年，中央电视台曝光了揭西县凤江镇凉果行业卫生严重不达标问题，凤江镇被省列为全省打假警示区域，当年被取缔关停的凉果厂就有101家。最近几年，通过地方政府不断的高压整治，虽然情况已经有所好转，但形势依然不容乐观，揭阳市在努力构建食品信用体系的实践过程当中还存在不完善、不规范的地方，这影响了食品信用体系作用的发挥，在理论和实践中还有许多地方需要我们探索。本文通过比较研究法、调查分析法、个案分析法、文献分析法，对国内外信用体系建设以及相关理论的分析和比较，对照国外和我国其他领域在信用体系建设方面取得成果的经验基础上，从揭阳市食品生产加工行业入手，对揭阳市食品生产加工行业信用体系进行了初步研究，对该市食品行业发展现状、信用问题的产生、建立完善行业信用体系的意义以及行业信用体系建设的已取得的进展、存在的问题与原因进行了分析；提出几点解决揭阳市食品行业信用体系存在问题的对策性建议，探讨建立适合该市的行业信用体系,以期对揭阳市品安全和行业健康、可持续发展提供帮助。更多还原

【Abstract】 In recent years, food safety incidents occur frequently in china. Credit crisis often occurs in the foodindustry in the country.,for example: cadmium exceeded rice, Sudan, Malachite green and the recent“Sanlu” milk powder, plasticizing agent and leather milk. Public awareness of food insecurity since theseevents, once again food companies’ dishonesty social crisis triggered become the focus of attention.Jieyang City is in the east of Guangdong Province, this area is economically underdevelopedfood production and processing industry is the city’s traditional industries. In recent years, thecity’s food production and processing industries generate credit problems have seriouslyaffected the reputation and social development of the local economy, promoting the city’sfood production and processing industry credit system construction, to achieve sustainableand healthy development of the food industry more conducive to solving the problem of foodsecurity for all. Therefore, attention Jieyang City’ credit system of food production andprocessing industry, and explore the establishment of a suitable city’s industry credit system,the lack of credit management industry, to promote food security and socio-economicdevelopment of great significance.
