【摘要】 近年来，京津冀协同发展已经逐渐上升到国家战略层次，张家口市是环首都经济圈中的重要城市，抓住当前的重大机遇，研究其发展模式和实践经验，对促进张家口市的快速发展有重要的意义。本文的研究主要在深入调研，掌握第一手资料的情况下，运用区域经济学、公共经济学等基本原理，综合使用图表、数据来表现的定量分析法等多种方法，研究分析了环首都经济圈中重要的节点城市张家口，通过分析该城市在发展中存在的问题和制约因素，对其如何围绕首都经济圈进行定位、规划和行政管理进行了探讨。论文的主要内容，首先是对长期以来国内外经济学界在区域性经济圈发展方面的研究成果进行了分析，对目前国际国内最具有代表性的经济圈发展情况进行了研判；其次是对环首都经济圈的内涵、特点、发展现状及遇到的问题进行了说明；然后在整个京津冀协同发展的大环境下，通过剖析张家口市的重要地位、经济基础、产业优势、自然条件和管理机制、历史机遇等来展示其发展优势；但是，张家口市在发展上自身客观存在着许多主要问题，政府在行政管理的主观执行中也存在着组织不到位、机构设置不合理、制度法规不健全等许多制约发展的因素，这些问题严重阻碍了张家口市的向前发展；最后，针对张家口市在环首都经济圈建设中的发展状况和存在问题的进行了原因分析，以理论与实证相结合、规范研究与实证研究相结合、政府监管和政策转变相结合的形式，对在环首都经济圈视域下，张家口市的发展对策进行了深入的研究和探讨，提出了具体的建议，客观地评价了张家口在环首都经济圈发展规划中应体现的定位、分工、布局与重大载体作用，为张家口市在京津冀协同发展，特别是环首都经济圈加快推进实施这个大环境下，尽快实现跨越式发展提供了思路和方法。更多还原

【Abstract】 In recent years, the synergetic development of Beijing-Tianjin-Hebei has graduallyrisen to national strategy level. Zhangjiakou is one of the most important city in ring thecapital economic circle, the coordinated development of the country’s currentBeijing-Tianjin-Hebei rise for the national strategy of big opportunity to study itsdevelopment mode and practice experience, to promote the rapid development ofZhangjiakou has important significance.The research of the thesis based on the deeply research, master the first-handinformation, using SWOT, the principle of regional economics and public economics,with the methods of Comparative analysis and diagram, analysis Zhangjiakou which isthe most important city in the capital economic circle, Through the analysis of problemsand constraints that exist in the city, discussed the positioning, planning andadministrative management of Zhangjiakou City in the capital economic circle. The mainpoint of this thesis, firstly it had a research on the achievement of economic circle bydomestic and international economics for a long time, study and discuss the mostrepresentative of development situation of economic circle. Then explain the meaning,feature, problems and development situation of the capital economic circle, throughanalyzing the important position, economic foundation, industrial advantages, naturalconditions and management mechanism and historic opportunities of Zhangjiakou City toshow its current development situation in the environment of synergetic development ofBeijing-Tianjin-Hebei. But there are still some Objective problems in Zhangjiakou’sdevelopment, the subjective execute of The government’s administrative management arealso have some problem, such like the laws and regulations are not perfect, institutionsset unreasonable, theses problems seriously hold back the development of ZhangjiakouCity. Finally, in the shape of combination of theoretical and empirical, normativeresearch and empirical research, Government regulation and policy change, deeplyresearch and discuss the development strategy of Zhangjiakou and put forward specificproposals, objective evaluation the division of labor, layout and bearing capability of Zhangjiakou that should reflect in the planning the capital economic circle.
