农产品物流服务平台设计与实现

【摘要】 随着我国的改革开放的进程,农产品流通体系建设得到了明显的发展,流通能力不断提升,流通效率日益提高,但总体上还存在着基础设施落后、流通环节多、流通损耗大等问题,其中由于信息不畅造成的物流市场小散乱、交易成本高,运输服务质量不稳定等现象尤为突出,因此,创新农产品流通模式,借助现代信息网络技术提高农产品物流信息服务水平,对加强农产品产销对接,稳定产销合作的关系,连接生产和消费,构建农产品现代流通体系显得尤为重要。同时也对促进农业生产、农民增收、扩大城乡消费、满足人民需求和保持市场繁荣稳定,都具有重要的意义。为提升农产品流通中的物流信息服务水平,商务部、财政部联合开展了农产品现代流通试点工程的信息化主体项目——农产品物流服务平台,该项目以信息技术和物联网技术为核心,建立覆盖试点省份,辐射全国的农产品物流服务平台,引导农产品物流供需双方依托平台进行自由对接,延伸仓储、加工、装卸、可追溯包装等物流配套服务,实现物流全程透明化指挥和调度,探索互联网+物联网的农产品现代流通模式。本文研究基于农产品物流服务平台的现代流通模式,设计实现农产品公共信息服务系统、农产品物流电子商务系统、农产品物流指挥调运功能系统,使用数据交换技术,动态采集、汇总和管理全省农产品物流数据,向物流供需双方发布农产品陆运方式的运力、运价、流向、日期等公共服务信息;运用电子商务技术与模式,为农产品物流供需双方撮合交易,以及农产品仓储、加工、装卸、可追溯包装等物流配套服务内容;借助物联网技术,进行农产品物流状况查询、轨迹跟踪和动态指挥控制,逐步实现农产品供应链的信息化管理。

【Abstract】 Along with China’s reform, the circulation system of agricultural products hasbeen significantly developed, circulation capacity has been rising and efficiency hasbeen increasing, but there is still has some issues like poor infrastructures, moreprocess and loss in circulations and so on. Not even mention the messy of market, thehigh costs and low quality of services caused by the poor information. So that makesit particularly important to innovate the patterns of agricultural products circulation,including use modern information technology to improve service quality, make goodconnection between agricultural production and market. Meanwhile it has importantsignificance on the promotion of agricultural production, the increase of farmers’incomes, expansion of consumption, to satisfy the needs of people and maintainmarket stable and prosperity.In order to improve the services of circulation in agricultural products logistics,the Ministry of Commerce and the Ministry of Finance launched the "pilot projectabout modern circulation of agricultural products" subject together, which means aservice platform of agricultural logistics. The project based on IT and The Internet ofthings, it established a service platform covered the whole pilot provinces, andextends to the other parts of country. It was built to make both sides of supply anddemand to connect each other easily. It also includes warehousing, processing,handling, packaging and other traceable logistics support services. This project coulddirect and dispatch the logistics throughout transparently, and also explore the"Internet&The Internet of things" mode.This thesis is based on a modern circulation pattern of the agricultural logisticsservice platform, it designed and implemented three subsystems such as the system ofpublic information service, the system of logistics e-commerce, and the system ofcommander and dispatcher. This study using data exchange technology to dynamiccollect, aggregate and manage the logistics data of pilot province, then it couldprovide information like capacity, price, direction, frequency and dates of three kindsof transport modes, including rail, road and ocean shipping, to both clients. It alsouses e-commerce technology to make suppliers and demanders do business to eachother, and provide support in storing, processing, loading and packing too. Meanwhile,with the help of “The internet of things”, it could also query statement of logistics,tracking and dynamic directing, in that way, it could accomplish the informationmanagement of agricultural product supply chain.
