【副题名】以国际青年基金会为例

【摘要】 联合国教科文组织发布了《2012年全民教育全球监测报告——拉近教育与就业的距离》,报告关注点聚焦于“青年与技能”。当前,全世界有两亿多青年还没有掌握所需技能就离开了学校。他们或者没有工作,或者薪水很低,需要获得第二次学习机会以实现自身的价值,缩小教育和就业之间的差距,本报告就是针对这一情况提出的,其重要理念即从重视知识的教育向重视技能的教育转型。本文从国际非政府组织所开展的青年技能发展项目出发,探究处于不利地位的青年技能发展的新途径。第一章主要对相关研究进行了综述。着重对非政府组织和国际非政府组织,青年、青年技能以及项目等概念进行分析和界定,明确了本研究中青年群体的范围,并对国内外相关研究进行了述评。第二章从全球的视角分析了青年技能发展现状,指出了青年有效就业所需要的多方资源。同时分析了以世界银行和国际劳工组织为代表的国际组织和美国国际开发署为代表的政府组织对青年发展的支持。第三章对国际青年基金会的青年发展项目进行了分析。首先介绍了该机构的发展概况。其次重点对国际青年基金会开展的生活技能培训项目进行了分析。最后对加勒比海青年培力项目(Caribbean Youth Empowerment Program)中所开展的全方位技能培养模式进行了分析总结。第四章探究了国际青年基金会的合作机制。首先,该机构构建的国际合作网络促进了各个层次青年服务机构的合作与沟通。其次,在地区的项目实施中采用创新的“联盟模式”紧密连接了政府、企业和本土非政府组织的资源。最后,以与诺基亚合作的项目为例总结了国际青年基金会与企业合作的经验。第五章总结了国际青年基金会项目实施的经验和成效,提出了对我国非政府组织开展青年技能发展项目的启示,以及趋势和面临的挑战。更多还原

【Abstract】 2012Education or All Global Monitoring Report Youth and skills: Putting education to work was issued by UNESCO, which focused on The Youth and Skills. Currently, more than two hundred million youth around the world fail to grasp the necessary skills when they graduated. Puzzled by unemployment or unsatisfactory income, they have to strive for further learning in the hope of self-fulfillment. Faced with such situation, some key concepts related to transformation of "Knowledge-Based" to "Skill-Based" on education will be presented in the following. Starting with Youth skills development programs organized by INGO, This paper tried to discuss a new method of developing youth skills.The first chapter, overviewing of full literature, emphasizes on the definitions of NGO, INGO, Youth, Youth skills and Program, defining the scope of the youth in the text, and relating researches domestically and abroad are also involved in this section.Chapter two discusses the current situation of the development of youth skills from a global perspective, indicating various resources beneficial to youth employment. Meanwhile, here giving an analysis of supports for youth development from some international organizations and government organizations respectively, such as the World Bank and The International Labor Organization and the United States Agency for International Development.Chapter three analyzes the youth development programs which selected from International Youth Foundation (IYF). General development situation of the organization and Life Skills Training Program developed by IYF are successively introduced. Besides, Comprehensive training mode in the Caribbean Youth Empowerment Program was analyzed and summarized.The cooperation mechanism in IYF is involved in chapter four. Firstly, the organization built international cooperation network to promote the cooperation and communication of youth service organizations from all levels. Secondly, it integrated kinds of resources from government, enterprises and local NGOs in the union pattern. Finally, taking the cooperation with Nokia for example, great deal of cooperation experience with the enterprise is acquired. Chapter five share the summaries of experience and outcomes in the process of IYF youth skills development program, providing NGOs in our country with inspiration, tendency and challenge.更多还原
