我国政府购买社区公共服务合作治理模式探究

【摘要】 改革开放30年以来,我国经济和社会都发生了翻天覆地的变化。进入新世纪后,中央把社会管理和公共服务作为政府的基本职能之一。党的十八届三中全会《决定》提出,推广政府购买服务,凡属事务性管理服务,原则上都要引入竞争机制,通过合同、委托等方式向社会购买。国务院办公厅《关于政府向社会力量购买服务的指导意见》明确,“十二五”时期初步形成统一有效的购买服务平台和机制,到2020年在全国基本建立比较完善的政府购买服务制度。在当前和今后一个时期,大力推广政府购买服务是贯彻落实三中全会精神,推进全面深化改革的一项重要工作。我国城市基层管理经历了从单位制、街居制走向社区制的制度变迁,提供社区公共服务是政府对城市基层管理的具体内容之一。坚持政府主导,同时引入市场机制和社会力量,通过政府购买,依靠合作治理提供社区公共服务,能够加强和完善社会基层治理,满足社区居民对公共服务的多样化需求。社区公共服务的合作治理模式中注重政府、市场、社会等多元主体之间的合理定位和良性互动,改变了政府以往大包大揽的做法,政府通过购买服务,提高了公共服务的效益。同时,还能充分调动社会力量,发挥社会组织在实现社区公共服务合作治理方面的功能,激发整个社会的创造活力。本文以新公共管理理论、公共产品理论、服务型政府理论等为理论基础,运用案例分析和对比研究的方法,以政府购买为逻辑出发点,重点分析社区公共服务合作治理案例的运作过程及特征,并探讨其取得的成效和存在的不足,最终提出优化我国政府购买社区公共服务合作治理模式的几点建议。具体分为五个部分:第一部分绪论,阐述了课题研究的目的和意义、国内外相关研究现状、本文的研究思路和方法以及创新点与不足;第二部分论述了我国政府购买社区公共服务及合作治理模式的相关理论内涵,为进一步的理论分析奠定基础;第三部分以北京朝阳区、宁波海曙区和招宝山街道三个案例为实践样本,对我国政府购买社区公共服务合作治理模式进行剖析;第四部分以案例为基础,阐述我国政府购买社区公共服务合作治理过程中取得的成效和存在的问题;第五部分从完善政府购买社区公共服务的制度体系、流程体系和相关配套制度这个三个层面提出优化我国政府购买社区公共服务合作治理模式的几点建议。

【Abstract】 Since the reform and opening up30years, great changes have taken place in oureconomy and society. After entering the new century, the social management andpublic service became one of the basic functions of the government. The third plenarysession of the18"decision" is put forward to promote the government to buy services,all transactional management services, to introduce competition mechanism inprinciple,through the purchase contract,entrusted to the society. General office of thestate council "about the guidance of the government power to buy services to the publicopinion" clear,"twelfth five-year" period preliminary formed unified effectivepurchasing service platform and mechanism, to2020in the national basic establishcomparatively perfect system of government purchase services. In the current and futurea period,promoting the government to buy the service spirit,is the implementation ofthe third plenary session of an important job to push forward the reform ofcomprehensively deepen.Urban grass-roots management in our country has experienced from working unitsystem, JieJu system to community system of institutional change, providingcommunity public service is one of the specific content of the government about theurban grass-roots management. Adhere to government-led, introducing marketmechanism and social strength at the same time, through the government purchase,rely on the collaborative governance provides community public service, to strengthenand improve the social grassroots governance and meet the diverse needs of thecommunity residents of public service. Community public service collaborativegovernance mode pays attention to the government, market, society, and thereasonable positioning and the benign interaction between the subjects, whichchanging the past government practice of carte blanche. The government by buying services improves the benefit of public services. At the same time, it can also fullymobilize social forces, developing social organizations in the implementation ofcommunity public service collaborative governance function, stimulating the creativityof the whole society.Based on the theory of new public management, and the theory of public producttheory, a service-oriented government as the theoretical basis, with case analysis andcomparative study, the method of government procurement as the logical startingpoint, mainly analyzes the collaborative governance of community public serviceoperation process and characteristics of cases, and discuss the results and the existinginsufficiency, finally put forward some suggestions about optimizing the governmentprocurement of community public services in mode of collaborative governance.Concrete is divided into five parts: the first part of introduction, expounded thepurpose and significance of the thesis, the related research status at home and abroad,research ideas and methods and innovation points and deficiencies. The second partdiscusses the government procurement of public services and the mode of collaborativegovernance related theoretical connotation, laying a foundation for further theoreticalanalysis. The third part about Beijing’s Chao Yang District, Ningbo’s Hai Shu Districtand Street of Zhao Bao Shan Residential District as three cases practical samples, toanalysis our government procurement community public service in the mode ofcollaborative governance. The fourth part based on the cases, expounding the resultsand the existing problems when our government purchases community public service ofthe mode of collaborative governance. The fifth part proposes suggestions on perfectingthe system of government procurement of community public service system, processessystems and related supporting system from three aspects of the optimization of thegovernment procurement community public service in the mode of collaborativegovernance.
