恒益电厂大修项目进度管理优化研究

【摘要】 火力发电机组大修是一项庞大、复杂的项目工程,其工作任务构成复杂,需要投入大量的人力、物力、财力。目前,大多发电企业沿用传统管理方法进行大修进度管理,没有考虑资源约束和人的行为因素,造成时间和大修资源浪费,影响企业效益目标的实现。面对各发电企业日益激烈的竞争,如何提高大修项目管理水平,在保证质量的前提下降低成本、缩短工期,是摆在每个发电企业面前一个紧迫而现实的问题。本论文以作者亲身参与的恒益电厂#1机组大修实施情况为实例,针对#1机组大修项目进度管理中计划工期估计过长、资源配置不科学、人的因素等问题,分析传统项目进度管理的缺陷,提出以关键链法为主的项目管理新方法进行大修进度优化策略。运用约束理论找出大修项目的制约因素是起重机械设备和人力资源的受限。通过关键链法,以50%完成概率的工期估计确定合理作业活动时间,把各工序的安全时间释放出来建立缓冲区,以吸收关键链和非关键链的不确定因素,化解资源冲突,制定出乐观工期50天,再经过工期优化法进一步压缩1天,比较传统进度管理方法制定出的60天工期计划,缩短11天。本文将关键链的缓冲管理方法应用在机组大修对进度的控制中,比较传统进度控制方法,更能帮助大修管理人员全局统筹,有效控制进度。通过监控缓冲消耗量,准确判断项目进度以及选择合理时机采取追赶进度的有效措施,保障大修项目尽早完工,提高了大修效率,降低了成本,为企业在激烈的市场竞争中抢占先机。本文的研究成果对在火力发电机组大修项目实施中合理分配资源、消除不确定因素、有效控制进度,从而保证大修项目提前完工,顺利完成各项目标,有一定的实践参考价值和学术意义,为关键链法项目管理方法在同类企业项目管理提供一定的实现基础。

【Abstract】 The overhaul of thermal power generating units is huge and complex project. The constitution of the task is complex and it requires a lot of manpower, material and financial resources. Without considering the factor of resource constraint and human behavior, most of the power plants at present still following traditional methods at overhaul project schedule management that causes the wastage of time and resources in overhaul, so then that produce great influences for enterprise on achieving profit targets. Facing the increasingly fierce competition, it’s an urgent and realistic problem for each power plant to figure out how to reduce the cost and shorten the construction period without sacrificing the quality.In this paper, the author takes participating in the implementation of the overhaul of#1generating units in HengYi plant as an example. Aiming at the problems emerged out during the project schedule management of#1generating units overhaul——like overlong program duration, unscientific configuration of resources or less thinking of human factor and so on。 Analyzing the defects of traditional method of project schedule management, the author present the critical chain method as a new project management way to execute overhaul schedule optimization strategy. Through the restriction theory, finding out that the restriction factor is of the limitation of the lifting devices and the human resource. Applying the critical chain method to lay down a reasonable working table with schedule estimation of50%achieving probability and release the safety time within every procedure to build buffer area, absorb critical chain and non critical chain uncertainty to resolve resource conflict, draw up a fifty days optimal schedule, and further compress one day through schedule optimization, and finally the author thereby made the overhaul period shortened by11days comparing with the sixty days of the traditional method of project schedule management.In this paper, critical chain buffer management method was firstly introduced in the unit overhaul of progress control. Comparing with the traditional control method, it’s more helpful to overhaul management to think as a whole as to execute effective process control. By monitoring the buffer Consumption, accurately judging the project schedule and selecting of reasonable time to take effective measures to pursue progress, it has improved efficiency and reduced cost, as then it made the enterprise seizing the initiative in the fierce competition in the market.There are some practical reference value and academic significance in the thesis for researching the way of project management during the overhaul, on which reasonably allocating resource、 eliminating uncertainty factor, effectively controlling process as to ensure the overhaul project finish on time and successful accomplishment of all kinds of targets. It can provide the basis for the realization of the method of critical chain project management in the similar enterprises’ management.
