【摘要】 自2005年“钱学森之问”提出以来，我国拔尖创新人才的培养日益受到教育主管部门、各级学校、教育专家和社会学者等的高度关注和重视，各界纷纷在理论研究和实践探索中寻找既适合我国国情又适应时代发展需要的拔尖人才培养之路。研究型大学无疑是培养拔尖创新人才的中坚力量，承担着人才兴国的历史重任。因此，将研究型大学与培养拔尖创新人才联系起来，将我国研究型大学的主要任务设计为培养拔尖创新人才，有着重要的理论意义和实际价值。笔者以“拔尖创新人才的培养”为出发点，从制度分析的视角，探寻研究型大学拔尖创新人才培养的制度障碍。首先，分析当前拔尖创新人才培养制度的现实状况；其次，提出拔尖创新人才培养的合理制度环境；然后深入研究横亘在现实状况与合理制度之间的制度因素；最后结合当前我国的基本国情和教育政策、遵循拔尖创新人才培养的理念、坚持拔尖创新人才培养的原则，探索出可行的制度改革路径，为我国拔尖创新人才的培养做出理论和实践的探索。本研究重点对横亘在拔尖创新人才培养制度现实状况与合理制度间的制度因素进行了深入分析，运用制度分析理论中制度变迁的意识形态理论、均衡理论、路径依赖理论，分别解释了阻碍拔尖创新人才培养制度的三大障碍因素。由于历史的原因和传统的文化观，导致我国拔尖创新人才所需的培养制度变迁和改革受到意识形态的阻碍；我国实行的是以政府为主导的由上而下的制度变迁方式，政府在教育体系中的主导地位与大学人才培养所需的大学自主权问题存在冲突、大学内部管理中学术权力与行政权力之间的冲突，成为阻碍拔尖创新人才培养制度改革最主要的制度障碍；制度本身由于运行的惯性、沉没成本和转换成本、实施机制不健全的问题，也是造成拔尖创新人才培养制度现实差距的原因。在撰写论文的过程中，通过查阅相关文献、实地访问高校管理者和教育专家，力图做到理论与实际相结合，提出符合我国研究型大学拔尖创新人才培养现状和未来期待的制度改革路径。更多还原
