【摘要】 工业化是经济发展的必经阶段。以中国特色新型工业化道路为指引，加快转变工业发展方式，优化提升工业结构，实现工业发展与资源、环境的和谐共生，是湖南加速推进新型工业化面临的重大课题。本研究旨在结合学术界和有关部门前期研究成果的基础上，探寻湖南大力发展循环经济，推进工业转型升级的路径与方式，为湖南加速推进新型工业化提供有益参考。以减量化、再利用、资源化为核心的循环经济模式，是一种体现可持续发展理念的全新经济模式。循环经济能够为工业转型提供必要发展支撑，为优化提升工业结构提供直接动力，为新兴产业发展提供广阔空间，是现阶段走新型工业化道路的一种重要途径。从湖南工业化的主要任务、所处的阶段和面临的发展趋势分析，大力发展循环经济是促进湖南工业转型升级的必然选择。德国、日本、美国和辽宁、甘肃等探索形成的循环经济发展模式，为湖南利用后发优势发展循环经济推进工业转型升级提供了有益借鉴。目前，湖南在加速推进新型工业化进程中，推动循环经济得到了较快发展。但仍存在法规体系不健全、发展机制不完善、产业结构不优、技术支撑薄弱等一些突出的共性和个性问题。需要通过推进工业循环经济发展、加快调整优化产业结构、大力提升循环经济技术支撑能力、完善促进循环经济发展的相关机制来系统推进，形成符合湖南工业发展阶段和特点，能够充分发挥湖南工业比较优势的循环经济发展模式，走出一条湖南特色工业转型升级之路。更多还原

【Abstract】 Industrialization is the inevitable stage of economic development. As theguidance for a new path of industrialization with Chinese characteristics, how tospeed up the transformation of the mode of industrial development, how to optimizeand improve the structure of industry, how to give full play to the leading of the newindustrialization leading role, how to realize harmonious coexistence of the industrialdevelopment with resource and environment, are an important subject of acceleratinga new type of industrialization in Hunan. This dissertation is to combine the academiaand the relevant departments of the previous research results, on the basis ofexploring to develop the circular economy of Hunan, the path and way of promotingindustrial transformation and upgrading, which is a reference to accelerate the processof new industrialization in Hunan.Reduction, reuse, and resource into the core of recycling economy mode, is anew economic model reflecting the concept of sustainable development. Circulareconomy development can provide necessary support for industrial transformation,direct dynamic optimization to improve the structure of industry, and vast space forthe development of emerging industries, which is an important way of newindustrialization at present. Analyzing from the main task of the industrialization ofHunan, the present stage and the development trend, we can conclude that developingcircular economy is the inevitable choice of promoting industrial transformation andupgrading of Hunan. The circular economy development modes in domestic andabroad provide a useful reference for the development of advantage of backwardnessof Hunan to promote transformation and upgrading of industrial circular economy,such as Germany, Japan, the United States and Liaoning, Gansu province. At present,promoting circular economy has been developed rapidly in the process of acceleratingnew industrialization in Hunan. But there are still some prominent problems ofcommonness and individuality, such as the imperfect laws and regulations system, theimperfect mechanism development, the optimal industrial structure and the weaktechnical support. Only by advancing industrial circular economy development,speeding up the adjusting and optimizing the industrial structure, promoting circulareconomy technical support vigorously, improving the mechanism to promote thedevelopment of circular economy to propulsion system, and form in Hunan characteristics industrial development, can we give full play to the Hunan industrialcircular economy development pattern of comparative advantage, and form out a newcharacteristics path of industrial transformation and upgrading in Hunan style.更多还原
