【摘要】 能源计量是一项非常复杂的社会活动,是技术与管理的结合体,是保障能源政策落实的重要技术支撑,是政府和企业开展能源监测和节能评价的基础,是能源消耗统计、能效分析及其评估、考核的重要手段,也是优化能源结构、依法实施节能监督管理、评价企业能源利用状况的重要依据。虽然当前能源计量发展取得了一定的成效,但从社会各界对能源消耗的发展趋势来看,能源计量现状与中央提出建立资源节约型社会、加强能源的监控与管理不相适应,与中国作为能源消耗大国的现状不相称,满足不了政府节能管理部门对能源消耗指标考核的需求。随着节能工作的深入开展,如何加快对推进能源计量的政府行为研究,有效推进能源计量应用,是摆在政府面前的一项重要的现实性课题。本文基于理论分析和实证研究相结合的学术立场,旨在通过阐析能源计量数据的有效应用在节能降耗工作中的重要价值意蕴,揭示了政府推进能源计量的现实必要性和时间紧迫性。在此基础上,通过对福建省推进能源计量的政府行为的现状、成效和存在问题的分析研究,从完善法规体系、强化能源计量管理、构建数据公共平台和建立应用机制等方面,对推进能源计量的地方政府行为优化提出可行性建议。更多还原

【Abstract】 Energy measurement is a very complex social activity, which combines technology and management, supports implementation of energy policies. It’s also the foundation of energy monitoring as well as the evaluation of energy conservation, both launched by government and business. Energy measurement plays an important role in energy consumption statistics, energy analysis and energy evaluation. Upgrading energy structure, monitoring energy conservation according to law and assessing the usage of energy in business should all based on energy measurement. Although we have made some achievements in the development of energy measurement, observed from the trend of energy consumption in all sectors of the community, we found that these achievements are still modest compared with China, as a big energy consumption country, which aims to build an energy conservation society and strengthen the monitoring and management of energy. The current situation of energy measurement can not meet the government requirement to the key performance indicator of energy consumption. To deepen the process of energy conservation, it has been a very important practical project for government to advance the action of research on how to promote energy measurement. Based on theory analysis and empirical study, the author aims to reveal necessity and urgency of advancing energy measurement by elaborating and analyzing the value of energy measurement application on energy saving and consumption reducing. Furthermore, through analyzing the status quo, achievements and current problems of Fujian government action in advancing energy measurement, the author makes some feasibility proposals to local government on the government action of advancing energy measurement from following aspects, perfecting laws and regulations systems, strengthening the management of energy measurement, constructing the data platform of public and establishing application mechanism.更多还原
