【副题名】以南京江宁滨江开发区为例

【摘要】 农民土地被大量征用,被征地农民的就业问题越来越严重。本文以就业促进政策为研究对象,旨在找出解决被征地农民就业难问题的途径和办法。文章首先分析了滨江开发区2.5万名被征地农民的就业现状,影响被征地农民就业的诸多因素以及被征地农民对就业的基本诉求,归纳总结了被征地农民就业的三大问题,并以滨江开发区就业促进措施为例,指出现阶段就业政策存在的问题和不足,通过对就业政策促进作用的机理分析,明确了就业促进政策对推动就业的积极影响,以此为基础,提出了改进被征地农民就业促进政策的三大对策和建议。一是全面提升被征地农民自主择业能力,通过完善就业培训机制,让被征地农民不仅仅获得职业技能方面的培训,更重要的是获得文化素质方面的教育,提升他们的“内功”,最大化的增强他们持续择业能力；二是充分发挥政府在被征地农民再就业中的主导作用,就业问题涉及社会的方方面面,需要借助政府职能,确立“就业优先”的政策目标,积极引导、鼓励和规范非正规就业,完善城乡一体化的劳动力市场体系,搭建稳定的保障体系和改革现有的乡村公共体制,从宏观到微观全方位推动被征地农民的就业；三是充分发挥各社会主体在被征地农民就业中的渠道作用,就业政策的导向和落实需要载体的承接,积极支持中小企业发展,发挥他们在吸纳劳动就业方面的功能,同时,大力实施“园街联动”战略,大力扶持社区集体经济,完善村留地制度和打造输出回流双向就业,让各社会主体在解决被征地农民就业中发挥作用。因此,充分发挥被征地农民群体、政府部门以及企业等其他社会主体的积极作用,制定贴合被征地农民实际需求、紧跟就业形势、可操作性强的就业政策将会让各方受益,三方相互促进,最终促使就业政策真正起到解决被征地农民合理就业的目的。更多还原

【Abstract】 The unemployment problem of landless farmers becomes worse since more and more land has been taken over. The paper aims to find out the way to solve the unemployment problem of landless farmers. The article first analyzes the situation of the25000landless farmers in Nanjing Jiangning Riverside Economic Development Zone (NJREDZ) Analysis of the many factors that affect the employment of landless farmers, Analysis of the basic demands of the landless farmers on employment, Summarizes the three major issues of the employment of the landless farmers, and takes the employment promotion measures of NJREDZ as an example, points out the problems and shortcomings of employment policy at this stage,leads to the mechanism analysis of the promote employment policy, has been clear about the positive influence of the employment promotion policies to promote employment, and on this basis, proposed three countermeasures and suggestions to improve the employment promotion policy for the landless peasants. In the first place, to enhance landless peasants independent work ability, through improve the employment training mechanism, make the landless farmers not only get professional skills training, it is more important to obtain the cultural quality of education, improve their "internal strength" to maximize the enhancement of their continued employment ability; In the second place, the government should play a leading role in the re-employment of landless farmers, employment issues involved in all aspects of society, and need the help of the functions of the government to establish the goal of "employment priority " policy, and actively guide, encourage and regulate informal employment and improve the integration of urban and rural areas of the labor market system, to build a stable security system and the reform of existing rural public institutions, from macroscopic to microcosmic promote landless farmers’employment; In the third place, give full play to various social subjects in the land acquisition channels role in farmers’ employment, employment policy orientation and implementation of the carrier to undertake, and actively support the development of small and medium-sized enterprises, give play to their functions in absorbing labor employment, at the same time, vigorously implement the strategy of zone coupled strategy ",vigorously support the community collective economy, improve the system of village play role in output bidirectional jobs, let every social subject to solving the unemployment problem of landless farmers.
