山东省临沂市对外贸易问题及对策研究

【摘要】 我国加入WTO以来，我国市场对外开放度越来越大。山东省进出口总额开始逐年上升，贸易规模不断扩大。在这样大环境下，临沂市市场迅速发展起来。而且现在已经迅速融入国际市场。在现代社会中，外贸出口是影响某个地区和城市生存与发展的关键因素。一方面，近年来临沂的外贸企业和政府利用国内和国外两个市场的资源，并且在临沂市市委市政府的正确领导下，以科学发展观为指导，以建设“大临沂，新临沂”为目标，使得临沂的对外贸易发展迅速，贸易顺差不断扩大，对外贸易达到了新的历史水平。另一方面，出于临沂过去基础较差的事实，临沂外贸经济发展仍然处于初中级阶段，发展还不够成熟，对外贸易在临沂市GDP中所占比例依然较小，故临沂市对外贸易的发展仍具有很大潜力。同时当前复杂的国际环境形势又给临沂市外贸经济下一步的走向提出了新的困难和挑战。因此对临沂市对外贸易的相关方面进行研究具有重大意义。本文以临沂市2003年到2012年10年的对外贸易数据为基础，分别从对外贸易总量、出口贸易方式、出口地区构成、对外贸易商品结构和临沂市各区县外贸情况五个方面阐述了临沂市对外贸易的发展现状，从2003年到2012年的10年临沂市对外贸易呈平稳上升趋势。总结出临沂商城6个特点，临沂商城发展离不开政府的支持，拉动了临沂市经济发展，并促进了外贸的发展；深入分析了临沂市对外贸易发展中存在的问题：外贸产业结构不合理、出口市场集中度高、外贸企业存在的问题、金融危机给临沂市对外贸易带来诸多问题、出口市场规模萎缩；总结出影响临沂市对外贸易发展的主要因素：经济发展水平、外贸依存度、对外贸易商品结构、国际环境、国内环境、地方政策和临沂市地理因素。提出当前进一步促进临沂市对外贸易发展的对策：继续优化出口商品结构、大力发展加工贸易、大力引进先进的生产技术、吸引优秀人才、减少初级产品的出口比重、继续实施市场多元化战略、充分发挥新型高科技产业对外贸增长的带动作用、注重发挥骨干企业支撑作用、加快实施招商引资战略、政府要健全法规，给予政策支持。更多还原

【Abstract】 Ever since China joined WTO, the opening degree of the market has been improved. Theexport volume of Shandong province has been increasing annually and the scale of trade is alsoexpanding. In this general background, Linyi has also achieved a rapid development. Currently,it has speeded up to integrate with the international market. In modern society, foreign trade andexport is a crucial factor for the survival and development of a region or a city.On one hand, in recent years, both foreign enterprises and government of Linyi have madegood use of the resources from international and domestic market. What’s more, with the correctguidance of the Linyi municipal government and with the principle of scientific outlook ondevelopment, the foreign trade of Linyi has been increased rapidly with the goal of “great Linyi,new Linyi”.On the other hand, since Linyi has a relatively weak foundation, the development offoreign trade in Linyi is still in the middle of a primary stage. With a small proportion in theGDP of Linyi it’s far from being mature. Therefore, the growth of foreign trade in Linyi has greatpotential. Meanwhile, the complicated international situation also poses new challenges anddifficulties to the foreign trade in Linyi. Therefore, research on the relevant aspects of foreigntrade in Linyi is of great importance.Based on the statistic of foreign trade in Linyi from2003to2012, the development statusof foreign trade in Linyi is analyzed from five aspects: the total volume of foreign trade, theexport trade patterns, the composition of export regions, commodity structure of foreign trade,and the foreign trade of neighboring towns and counties around Linyi. From2003to2012, theforeign trade of Linyi has maintained a steady growth. Six features are summarized.The development of Linyi drives the economy and foreign trade in Linyi, yet it can’t beseparate from the support of the government. The problems concerning the foreign developmentin Linyi are discussed: the unbalanced structure of foreign trade industry, the high concentrationof export market, the problems of foreign trade company, and the problems caused by financialcrisis, the shrink of export market. The major factors that affect the foreign trade in Linyi aresummarized: economical development level, dependency on foreign trade, commodity structureof foreign trade, international environment, domestic environment, regional policies, andgeographical elements in Linyi.The solutions for the further development of foreign trade in Linyi are proposed: continueto optimize the commodity structure of foreign trade, expand the processing trade, makeendeavors to bring in new productive technologies, bring in excellent talents, reduce the proportion of primary commodities, adopt diverse strategies in the market, give full play to thehigh tech industries in driving the economic growth, strength the role of leading enterprises,accelerate the investment promotion strategy. The government should provide police supportthrough releasing laws and regulations.更多还原
