【摘要】 不论是在发展中国家和地区的发展中,还是在发达国家的发展史上,农村经济的发展一直是重要的问题。只有消除了农村经济发展与城市发展的二元结构,农村经济才算是得到了真正的发展。而如今的农村问题,也不再是经济上对农村的扶持,基本的惠农政策已经不能满足农村经济发展的需要,农村经济的发展更多的开始依赖于高素质科技人才的引进,这才是现代农业、科技农业,才是真正的社会主义新农村。尤其在经济高速发展的今天,人力资本已成为提高国民收入和经济增长的重要因素。争夺各种生产资源的重要性已经排在争夺人力资本之后了。经过实施“科教兴国”、“人才强国”战略十几年,我国教育水平和人才的素质已经得到了显著的提高,全国范围内的本科生、研究生的数量都在大幅度增加。湖南是农业大省,农村劳动力达4000多万人。随着社会主义新农村建设的深入和农村经济突飞猛进,对农村地区的劳动力已经提出了更高的要求,如何引进和培养更多优秀的人才,如何开发农村科技人力资源,如何提高原有劳动力的素质,变劳动力资源优势为经济优势成为亟待解决的问题。因此,本文对湖南省农村科技人力资源开发做出分析。首先,对本文的选题背景进行分析,将国内外各方学者的研究成果予以展示,将重要成果进行分类；然后将与人力资源和人力资本开发研究相关的的基础理论和研究性成果进行分类和归纳；之后对湖南省农村科技人力资源的现状进行了详细地分析,主要分为总量分析、素质分析、结构分析和流动性分析,并在分析的基础上,提出了湖南省农村科技人力资源开发存在的主要问题和成因；之后对湖南省农村科技人力资源的开发提出了相应的政策建议。更多还原

【Abstract】 Whether it is in the development of developing countries and regions, or in the history of the development of developed countries, the development of rural economy has been the important problem. Only to eliminate the rural economic development and the dual structure of urban development, the rural economy is got real development. Today’s rural problems, is no longer support in rural areas in economy, basic and policies cannot have satisfied the needs of the development of rural economy, rural development of the economy more come to rely on the introduction of high-quality scientific and technological personnel, this is the modern agriculture, agricultural science and technology, is the real new socialist countryside. Especially in the high-speed economic development today, human capital has become the important factor of raising national income and economic growth. For the importance of all kinds of production resources have row after in the competition for human capital. After implementation of the science and education,"human resource development" strategy more than ten years, our education level and talents quality has been improved significantly, nationwide have substantial increase in the number of undergraduate and graduate students.Hunan is a big agricultural province, the rural labor force is more than4000, ten thousand people. With the deepening of the socialist new rural construction and rural economic development by leaps and bounds, the labor force in rural areas have put forward higher request, how to introduce and cultivate more excellent talents, how to develop rural human resources of science and technology, how to improve the quality of the original labor, labor resource advantage to economic advantage become problems urgently to be solved.Therefore, this article will make analysis of rural human resources development of science and technology of hunan province. First of all, first to analysis this article selected topic background, the research achievements of scholars at home and abroad to show, categorizing important results; Is then associated with human resources and human capital development research of basic theory and research achievements of theory was summarized and classified; After rural human resources of science and technology of hunan province now are analyzed in detail, mainly divided into the total analysis, quality analysis, structure analysis and liquidity analysis, and on the basis of the analysis, proposed the hunan province countryside human resources development problems and the cause of the current situation of science and technology; After the rural human resources development of science and technology of hunan province put forward the corresponding policy recommendations.更多还原
