【摘要】 长沙市从1999年开始就启动了经济适用房建设。到2012年底,长沙市人均住房面积达32.2m2,住房自有率达90.1%,位居全国大中城市之首。全市120万套房产中,约1/3是各种类型的保障性住房。长沙市的住房结构表明,保障性住房供应已不再是保障性住房管理的首要任务,保障性住房退出管理已经成为长沙市需要面对的紧迫问题。本文以公共选择理论、新制度经济学理论、激励约束理论和社会福利保障理论为基础,通过实地调研、文献研究、制度归纳得到真实的资料与数据,并对资料与数据进行了系统的对比分析和研究。在不断研究和思考过程中,及时的将研究成果与各地保障性住房退出实践效果进行对比,最终得到了长沙市保障性住房退出机制一定要强化合同管理,规范退出管理行为；引入市场竞争机制,明确运营效益考核；突出群众自治,削弱行政权力色彩；培育非政府组织,实现多元监督制约等结论。本文主要内容和结构如下：第一章介绍了选题的背景、意义,国内相关文献综述,研究思路、方法及论文结构。第二章对公共选择理论和管理主义、新制度经济学理论、激励约束理论、社会福利保障理论等理论基础进行概述。第三章对长沙市保障性住房退出管理现状及存在的问题进行了归纳,得到长沙市保障性住房退出机制存在运行基础不牢、保障性住房退出管理机构设置和职权分工不清晰、信息管理落后、激励机制缺失等结论。第四章对长沙市保障性住房退出机制进行了优化设计,在保障性住房退出机制的运行基础、保障性住房退出机制利益相关者的权责、保障性住房退出管理、保障性住房退出激励和制裁措施、保障性住房退出的责任追究、保障性住房退出管理支持系统等方面提出了相关政策建议。第五章对落实长沙市保障性住房退出机制提出了建立符合当前长沙市保障性住房实际的管理模式、健全以非政府组织为主体的监督系统、优化保障性住房退出激励和制裁措施、提升保障性住房退出信息化管理水平、完善保障性住房退出的责任追究机制等机制运行保障措施。第六章是论文总结和展望。更多还原

【Abstract】 Changsha began to start affordable housing construction from1999. By the end of2012, Changsha, the per capita housing area of32.2square meters, housing ownership rate reached90.1%, ranking the first in the country large and medium-sized city.1200000sets of real estate, about1/3are that the housing security of various types.Changs ha housing structure shows that affordable housing supply is no longer guaranteed priority housing management, Affordable housing exit management has become an urgent problem facing the Changsha city.Based on public choice theory, new institutional economics theory, incentive theory and social security theory, system through field research, literature research, induction by factual information and data, and the data and the data of the comparative analysis and research system. In the continuous research and further thinking process, timely research results will be compared with the local affordable housing exit practice effect, finally get the Changsha City indemnificatory housing withdrawal mechanism must strengthen contract management, normative management behavior of exit; the introduction of market competition mechanism, clear operation benefit appraisal; outstanding self-governance, weaken the administrative power of color; cultivate non-governmental organizations, multiple supervision conclusion.The main contents and structure of this paper are as follows:The first chapter introduces the background, significance, literature review of domestic, research ideas, methods and structure of this paper. The second chapter of the public choice theory and management theory, the new institutional economics theory, incentive theory, social security theory overview. The third chapter summarizes Changsha City indemnificatory housing withdrawal management present situation and the existence question, Changsha City indemnificatory housing withdrawal mechanism has run the base is not firm, security management institutions and authority division is not clear, information management, incentive mechanism is missing, exit the housing has been. The fourth chapter is to optimize the design of Changsha City indemnificatory housing withdrawal mechanism, in the operation of infrastructure, indemnificatory housing withdrawal mechanism of indemnificatory housing withdrawal mechanism of stakeholder responsibility, affordable housing, affordable housing exit exit management incentives and sanctions, indemnificatory housing withdrawal liability, affordable housing exit management support system to put forward the related policy suggestion. The fifth chapter proposed the establishment conforms to the Changsha city affordable housing practical management mode, perfect the supervision system, optimize the indemnificatory housing withdrawal incentives and sanctions, enhance the indemnificatory housing withdrawal operation safeguards information management level, improve the indemnificatory housing withdrawal mechanism of accountability mechanisms to non-governmental organization as the main body to implement Changsha City indemnificatory housing withdrawal mechanism.
