【摘要】 有关质量管理的问题，一直是国内外学术界研究的一个热门话题。产品质量的优劣关乎企业生存和发展，通过建立健全科学的质量管理是企业保证高质量产品生产，获得持续竞争优势的重要途径。本文主要分析了JG房地产项目施工阶段项目质量管理的情况。提出在项目开发施工过程中重点在现场施工产品的质量管理。而达到有效的质量管理，保证质量目标实现，必须建立一个有效的质量管理组织机构，通过完善的岗位职责、管理程序、工作流程，采用事前、事中和事后控制的理念，由多部门配合工程管理部门进行施工过程中有效的专业化质量管理。做到投资、质量、进度三者对立统一，以达到业主最满意的质量。在项目收尾阶段要进行项目质量的经验总结和分析，弥补不足，从而完善、修改相应的质量管理职责和工作流程，达到提高质量管理功效的目的。本文第一章介绍了本篇选题时的全背景、论述目的和意义，指出了国内、国外质量管理的现状，以及质量管理的研究方式、方法和创新部分。第二章引述、摘取、介绍了项目质量管理含义、质量控制的主要工作和影响因素，质量体系的内容等。第三章概括描述JG房地产项目概况。第四章介绍了JG项目工程施工过程中的质量管理构架。第五章指出了项目质量管理中存在的问题，以及项目质量管理出现问题的原因分析。第六章针对JG项目出现的问题和分析结果，进行修改、完善相应的质量管理机构、各部门管理职责、管理流程，利用图表突出质量关键点控制。由内部质量管理体系建立，到对外各参建施工单位的质量管理控制，为出现的质量管理问题提出解决方案。本文的研究基于项目质量管理相关理论，以全过程质量管理方法为理论背景加以阐述，并结合多年质量管理经验、多方讨论结果、企业实际情况、复杂的外围因素等，针对该项目是国家级试点项目，又是黑龙江省重点工程项目的特点，通过对已完工的工程的总结，对正在兴建的工程在施工过程中的质量管理制度、机构、职责、流程进行补充、完善、修改和调整，形成标准化体系。1.对JG房地产项目出现的质量问题进行分析、总结。全方位、多视角进行项目质量管理论证，在参考国内外有关项目管理的最新资料的同时，进行了大量的独立思考，提出了具有建设性的关于项目构建质量管理的总体方案。2.形成了一套房地产项目质量管理实施控制的结构化模式，更加符合房地产开发质量管理实践的需要。从项目运作的施工质量管理过程中入手，阐述了房地产项目产品质量出现问题的管理原因和消除方法。更多还原

【Abstract】 Quality management related issues, has been a hot topic in academic research at homeand abroad. The survival and development of the quality of the products for enterprises,through the establishment of a sound quality management science is the enterprises to ensurethe high quality product, a great way to get sustainable competitive advantage.This paper mainly analyzes the construction phase of the project JG community realestate development project quality management. Proposed in the project development andconstruction process on the quality management in the construction products, and achieveeffective quality management, to ensure the achievement of the quality objectives, toestablish an effective quality management organization, through the improvement of the jobresponsibilities, management procedures, work flow, the beforehand, afterwards control idea,the Department with the engineering management department and effective professionalquality management process in construction. Established by the internalquality management system, to control the construction quality management of foreignconstruction unit, propose solutions for the quality management problems.This paper is based on the theories of project management and quality management, tothe whole process of quality management as the theoretical background to elaborate,combined with years of experience in quality management, multi discussion results, complexsituation, enterprise external factors, the project is a national pilot project, also is thecharacteristics of Heilongjiang province key project, the completed a project summary, on isthe construction of the two phase of the project in the construction process of qualitymanagement system, mechanism, function, process, perfect complement, modification andadjustment, the formation of standard system.1, to JG real estate project quality problem analysis, summary. A full range, multiperspective of project quality management demonstration, with reference to new domesticand foreign project management at the same time, made a lot of independent thinking, putforward constructive about project construction of the overall program of qualitymanagement.2, the formation of a structured model of a real estate project quality managementcontrol, more in line with the needs of the real estate development quality managementpractices.
