【摘要】 长白山是联合国“人与生物圈”自然保留地、世界自然遗产保留地、国家级自然保护区、国家自然遗产地，同时也是中华十大名山之一、国家5A级旅游景区，是我国东北地区重要的生态屏障和旅游目的地。长白山自然保护区始建于1960年，是我国最早建立的自然保护区之一，原生态的自然景观吸引了大批旅游爱好者。2005年6月29日，吉林省委、省政府决定成立吉林省长白山保护开发管理委员会，按照“统一规划、统一保护、统一开发、统一管理”的原则，对长白山区域进行统一的保护开发与管理，结束了长白山区域长达36年“两地、三县、一局”的分散管理格局，为长白山区域各项事业发展提供了体制上的保障，长白山旅游产业发展随之进入一个新的历史时期。长白山管委会成立后，对长白山生态资源进一步整合,加大了自然生态保护力度，合理有序推进生态旅游资源的开发利用，极大促进了区域经济社会发展。但是，快速增长的旅游趋势对长白山生态资源带来了巨大的破坏压力，对现行管理模式提出了更高层次的要求，如何利用有效的管理手段，提升管理水平，实现长白山可持续发展，成为长白山生态旅游发展的关键问题。本文以马克思主义基本立场、观点、方法为指导，以科学发展观为统领，以公共管理学等相关理论为基础，在深入分析长白山生态旅游管理现状的基础上，探讨实现长白山生态旅游公共管理的必要性及有效途径，有效避免旅游活动产生的社会、文化、环境等方面问题的管理缺失，真正建立起符合长白山生态旅游可持续发展的公共管理体制，更好地促进长白山区域旅游产业的发展。更多还原

【Abstract】 Changbai Mountain is the member of the United Nations ‘Man andBiosphere’, one of the World Natural Heritage Reserve, China NationalNature Reserve, State Natural Heritage, is also one of the top ten famousmountains in China, national grade5A tourist attractions, important ecologybarriers and tourist destination of the Northeast China. Changbai MountainNature Reserve Zone was stated in1960, one of the first stated zones.June29thof2005, Jilin Province government decided to set up theChangbai Mountain Protection&Development Management Committee,according to the ‘unified planning, protection, development andmanagement’ of Changbai Mountain, supporting institutional guarantee forthe rapid development of the Changbai Mountain district, and currently, theprotection and development of the Changbai Mountain district has entereda new historical period. Since Changbai Mountain Management Committeeestablished, the eco-resources of Changbai Mountain is further integration,the natural ecological protection capacity is gradually improved, greatlypromote the regional economic and social development. However, so rapidgrowth of tourism has brought tremendous pressure on eco surroundings.We need to research a new management mode to enhance the currentmanagement level. How to develop Changbai mountain eco-tourismsustainable is the most important problem at present.In this paper, the author with the Marxism method and scientificdevelopment concept as a guide, based on the theory of political science,to analyze the present solutions of Changbai Mountain ecotourism management, then realizing the necessity of Changbai Mountainecotourism public management. Trying to explore an effective way to solvethe existing problems and set up scientific public management system tobetter promote Changbai Mountain regional tourism industry, the economicand social development.更多还原
