【摘要】 本文主要以辽宁省锦州市政府公共服务职能问题为研究对象，利用行政管理理论、新公共管理理论和新公共服务理论作为研究的理论基础，介绍了政府公共服务职能的特性及其内容。分析了锦州市政府公共服务现状，从中发现其存在的问题，并从体制、观念文化、经济和组织方面分析产生这些问题的原因。提出了完善锦州市政府公共服务职能对策，为了能够保障这些措施切实得到落实，还提出了相应的保障措施，以此来促进锦州市政府公共服务职能的转变。更多还原

【Abstract】 Comprehensive public service is both an important symbol of modern society, isone of the core functions of government; Vietnam ’s economic and social development,and the importance of public service functions more prominent. A country or region canpeace and prosperity, social harmony, depends largely on the effectiveness of thegovernment’s public service. Since reform and opening, the CPC Central Committeeput forward in taking economic construction as the center, but did not ignore the socialsecurity, health care, education and other public services, science and technologybuilding, especially through fourteen Third Plenary Session of the establishment of asocialist market economic system on a number of issues decision " that" strengthen thegovernment ’s social management functions, to ensure normal operation of the nationaleconomy and a good social order, a multi-level social security system, for deepeningthe reform of enterprises and institutions to maintain social stability and the smoothestablishment of the socialist market economy is of great significance, the firstimportant document of the party made it clear to strengthen the government’s socialmanagement functions and their important role.This paper mainly Jinzhou City, Liaoning Province, the problem of public servicefunctions as the research object, first of all public services, government functions andgovernment to define the concept of public functions and the use of administrativemanagement theory, new public management theory and the new public service theoryas a research theoretical foundation, describes the characteristics of the government’s public service functions and their contents. Analysis of the current situation of publicservices in Jinzhou city, and found its problems, including the concept of weakgovernment services, government functions and positioning deviations; governmentpublic service institutional rigidity, low level of information technology; financesystem is irrational, the government’s public goods supply level low, and from thesystem, the concept of cultural, economic and organizational aspects of the cause ofthese problems. By improving the public service functions of Jinzhou municipalgovernment measures, mainly from the four negative start, which establish publicservice concept, innovative administrative system; optimization services administrativeenvironment, and strengthen government information construction; reform of thefinancial system, improve the public service system; establish a scientific evaluationsystem for government service performance. In order to protect these measures areeffectively implemented, but also put forward the corresponding security measures, inorder to promote the Jinzhou City Public Service Functions.更多还原
