【摘要】 本论文在论述农业发展银行支农与农业发展银行支农业务发展相关理论的基础上，详细的对盘锦市农业发展银行支农的现状及发展过程中所存在的各种问题进行了分析和研究；以此为基础，充分结合现阶段盘锦市农业发展对信贷业务方面的一些要求及农业发展银行在构建新农村过程中所发挥的一些作用机制，在充满各种市场竞争的新形势下，对于农业发展银行而言，其如何通过最科学、最有效的信贷支农方式来推进农村社会经济的进一步发展，同时在该过程中创造更多的社会及经济效益，研究并设计出了相应的策略模式及相关保障措施。本课题在研究过程中将农业发展银行信贷支农的对象锁定在了广大农民及小型经营者身上，其信贷支农的领域不但包括发放贷款，同时也涵盖了贷款支付及存款等一些相关性服务。从短时间角度上分析，盘锦市农业发展银行信贷支农和农村社会经济间产生一些失衡现象，然而，从长期角度来看，在我国农村社会经济的发展过程中，农业发展银行信贷支农将对其稳定、健康发展发挥着无法替代的作用。盘锦市农业发展银行在农业贷款发放的过程中并没有对当地农村社会经济产生较为明显的影响。盘锦市农业发展银行贷款在发放过程中应起到以下几个方面的作用：其一，充分优化当地资源配置；其二，最大限度的提高当地农村社会经济的增长，进而增加农民经济收入；其三，拉动内需，促进农业再生产；其四，基于科学方式提高农业生产技术。然而，在此过程中也存在各个方面的不足和缺陷。因此，我们在充分肯定农发行信贷支农所发挥的作用的基础上，应将改革的重点放在大力支持农业综合生产能力建设、大力支持农民持续较快增收、大力支持新农村建设、大力支持县域经济发展、大力支持农村社会服务体系建设及加强金融产品和服务方式的创新。更多还原

【Abstract】 This paper discusses the issue of agriculture in agricultural and farming issue forbusiness development on the basis of relevant theory, analyzes and studies theexisting status of agriculture in Panjin and various problems in the process ofagriculture development; on this basis, some requirements and agricultural aspectsfully combined with the development of agricultural industry in Panjin city at thepresent stage of credit our mechanism plays in the process of constructing new ruralof the issue, in the new situation is full of all kinds of market competition, for theagricultural issue, how to through the most scientific, the most effective way topromote the further development of credit support of rural society and economy, atthe same time to create social and economic benefit more in the process of in thestudy, and designs the strategy pattern corresponding to the related guaranteemeasures. This topic in the research process of ADBC credit support of the lock in themajority of farmers and small business operators who, the credit support foragriculture field not only include loans, but also covers the loan payment and depositsome related services. From the analysis of short time point of view, Panjin cityagricultural issue some imbalances, the credit support for agriculture and rural socialeconomy however, from the long-term point of view, in the development process ofrural social economy in China, agricultural development bank credit support to itsstability, plays an irreplaceable role in healthy development. Panjin City Agriculturalrelease process release in agricultural loans did not have obvious influence on localrural economy. Panjin agricultural development bank loans issued in the processshould play the following roles: first, to fully optimize local resources; second, themaximum increase of local rural social and economic growth, and increasing theincome of farmers; thirdly, stimulating domestic demand, promote the agriculturalindustry in the production; fourth, the scientific way to increase agriculturalproduction based on the technology of. However, there are various aspects of theproblems and defects in the process. Therefore, we based on affirming the creditsupporting agriculture farming issue for the role, should be the focus in support of the reform of agricultural comprehensive production capability construction, vigorouslysupport the continued rapid increase, to support the new rural construction, andvigorously support the development of county economy, vigorously support theconstruction of rural social service system and strengthening the financial productsand services methods a farmer.更多还原
