【摘要】 经过八年的统筹城乡的改革,成都市在打破城乡二元结构,解决“三农”问题,推进城乡共同发展共同繁荣方面探索出了一系列的成功经验,其中新型基层治理机制的探索和实践为整个城乡统筹工作奠定了坚实的基础。本文回顾了我国基层治理机制发展和阶段性特点,分析了新型基层治理机制建立的背景、内涵和要求,阐述了成都市城乡统筹背景下新型基层治理机制的实践与创新,在此基础上以成都市双流县正兴镇为研究对象,通过一系列详实的数据和真实的案例就正兴镇实施新型基层治理机制的实际情况进行深入的剖析,系统的总结了正兴镇新型基层治理机制建立的经验、积极意义和存在的问题,并就存在的问题进行了深入的研究,分析得出影响正兴镇新型基层治理机制发展的内部因数和外部因数。进而,就进一步完善新型基层治理机制建设提出对策和建议：一是,进一步深入理解新型基层治理机制的阶段性特征与进程。二是,进一步转变基层政府职能促进新型基层治理机制的建立与完善。三是,进一步完善新型基层治理组织架构与运行效率。四是,进一步培育与提高村民治理意识与能力。更多还原

【Abstract】 After eight years of rural reform, Chengdu city has break the economic structure of urban and rural area, has solve "3farming" problem, has advanced urban and rural area for common development and common prosperity. The reform has explored a series of successful experience. The new grass-roots governance mechanism exploration and practice is building a solid foundation for the reform in urban and rural area.This paper reviews the development of China’s local governance and its stage characteristic. We also analyze the background, connotation and request of the grass-roots governance mechanism. Chengdu City has innovated a lot in the urban and rural grass-roots governance mechanism. Take Zhengxing, Shuangliu County of Chengdu as a research project, we analyses a series of detailed data and some real cases to sum up the situation in Zhengxing, Shuangliu County. We find the experience, the positive significance and the existing problems. After analyzing some existing problems, we find the internal factor and external factor of the new grassroots governance mechanisms. Then, we further propose countermeasures and suggestions for the new type of grassroots governance mechanism. Firstly, we should further in-depth understanding of new grassroots governance stage characteristics and process. Secondly, we should further change the functions of government and promote new grassroots governance mechanism. Thirdly, we should further reform the new type of grassroots governance structure and efficiency. Fourthly, we should improve the management consciousness and ability of the local residents.更多还原
