【摘要】 作为中原经济区的主体,河南以其特有的区位优势、文化优势以及潜在的人力资源优势,应该也必将在中原经济区建设的进程中担当排头兵和主力军的重任。面对中原经济区建设这一前所未有的机遇和挑战,如何通过人力资源市场体系的构建支撑人力资源的开发战略,以及能否在更好地满足不同层次、不同性质企业用工需求的同时,保障劳动者的切身利益,对于河南这样一个人力资源大省能否实现向人力资源强省的转变,以及中原经济区的建设与发展至关重要。本文以中原经济区的建设为宏观背景,以河南百硕为研究对象,以劳务派遣公司在此背景下的发展战略为研究主题,通过调查研究分析,旨在从系统科学的角度,把握外部资源及环境、内部资源及能力等对企业发展战略等主要影响因素,提出以河南百硕为代表的劳务派遣行业发展策略,一方面为政府部门更好地规范、扶持劳务派遣行业提供政策性的建议,另一方面,为河南劳务派遣公司的发展提供有益的借鉴。本文主要采取理论研究结合案例分析的方法。首先,通过理论层面,研究中原经济区建设这一背景对人力资源供求及人力资源市场体系构建的基本要求,继而围绕这些背景和要求,对劳务派遣行业的现状及问题进行分析。在此基础上,以河南百硕作为目标案例,通过对案例公司深入地调研去盘点、诊断其存在的问题,并运用战略分析的工具设计公司的发展战略。通过本文的研究,基本上厘清了公司发展的愿景与使命,并在此基础之上,设计了公司未来一段时间的发展战略,以及战略实施的不同阶段的目标与工作重点,这对于河南百硕而言,可以为其今后的发展提供有价值的参考,对于处于中原经济区建设进程中的河南劳务派遣行业,也可以提供有益的借鉴。更多还原

【Abstract】 As the main body of the Central Plains Economic Zone, Henan, with its unique geographical advantages, cultural benefits, and potential advantages in human resources, should act as the vanguard and main force in the process of building of the Central Plains Economic Zone. In the face of the unprecedented opportunities and challenges, it is vital for Henan Province to deal with the following things:Firstly, how to support and build human resources development strategy through the human resources market system; Secondly, how to meet different levels of the business and employment needs, at the same time protect the labor’s vital interests.This paper takes labor dispatching company’s development strategy as a research topic under the background of the Central Plain Economic Zone Construction. It takes Henan Bestsure as the research subject,, according to research analysis, aimed at finding out the main factors of the enterprise development strategy, grasping the external and internal resources and environment, come up with the proposed strategy to Henan Bestsure and alike labor dispatching company. On the one hand, provide policy suggestions for the government departments, in order to better regulate and support the labor dispatching industry; On the other hand, provide useful references for the labor dispatching company in Henan. This article mainly takes theoretical research combined with case analysis. First of all, through the theoretical level, find out the basic requirements of human resource supply and demand under the background of the economic zone construction; and then analyzes the present situation and the problems in the labor dispatching industry. On this basis, takes Henan Bestsure as a target case, to diagnose its existing problems, and design corresponding development strategy for this company.The company’s development vision and mission were basically clarified through the research in this paper. And on the basis, design objectives and priorities for the company’s future development, as well as the implementation of the strategy at different stages for the company. It not only provides valuable reference for Henan Bestshow, but also gives useful reference for Henan labor dispatching industry in the process of building economic zone in the central plains.更多还原
