【摘要】 对于资源富集地区的榆林市来说，县域经济的发展决定着全市经济的发展，而县域经济发展的不平衡需要多方面的力量来发展和协调，金融支持就是一种很关键的方式。本文根据榆林市南部县域经济和金融发展现状，揭示金融支持县域经济发展中存在的问题及原因，提出促进县域经济与金融协调发展的政策建议。全文共分六个部分。第一章为导论部分，着重对论文的结构、思路以及研究方法进行了详细阐述。第二章论述了榆林市南部县域经济及金融发展现状（引用2006-2011年经济、金融类数据），进而反映榆林市南北县域经济之差别，并提出缩小南北差距的必要性。第三章指出金融支持南部县域发展的问题及原因。资金体制性外流严重、基层营业网点撤并，金融服务功能弱化、中小企业融资难制约着县域经济快速发展、农业保险发展缓慢以及金融生态环境欠佳，信用体系不完善等都是阻碍南部县域经济发展的障碍因素。第四章分析了榆林市南部县域加快发展的有利因素。当地政府高度重视，“扶南”力度逐年加大、南部县区特色农牧业基础较好、农业科技应用推广工作稳步推进。一系列政策所示有利于推动南部县域经济再上新台阶。第五章从政策层面提出了金融支持南部县域经济发展的路径，提出建立金融资源配置与县域经济发展互动机制、加强南部县区金融生态环境建设，抑制资金外流、加快南部县域金融机构信贷管理体制改革，促进县域金融服务创新等政策建议。第六章结论与讨论。以往关于县域经济发展问题研究文献中，研究较多的是阻碍县域经济发展的原因，较少关注县域经济发展落后地区的有利因素。本文在国内外文献梳理和理论分析的基础上，通过比较分析，既研究阻碍县域经济发展的不利因素，同时能够看到落后地区县域经济发展的有利因素。最后辩证的提出因地制宜、扬长避短地制定榆林市南部县域经济发展规划，优化配置金融资源、强化金融服务功能、做大信贷总量、提升信贷规模、改善金融生态环境，形成合力共同促进榆林市南部县域经济快速发展。本文主要从榆林市南部县域经济和金融发展的现状出发，在国内外文献梳理和理论分析的基础上，陈述了榆林市南部六县经济、金融发展的新情况、新特点，通过大量翔实数据表明促进南部县域经济发展，离不开金融支持。本文研究结果认为对于资源富集地区的榆林市来说，缩小南北差距，实现共同富裕是其必然选择，通过有效的金融供给，多元化的金融产品和良好的金融服务，从而改善南部县域金融生态环境，抑制资金外流，促进南部县域经济快速发展。更多还原

【Abstract】 For the resource rich area of Yulin City, the county’s economic development determinesthe economic development in the city, the county economic development is not balanced needthe strength to the development and coordination, financial support is a very important way.According to the development situation of Yulin City Southern County Economic andfinancial analysis of financial support, the bottleneck in the development of county economy,and puts forward how to promote the harmonious development of county economy andfinancial advice.The full text is divided into six parts. The first chapter is the introduction part, mainly onthe structure, train of thought and research methods are described in detail. The secondchapter discusses the current situation of economic, financial development in the southerncounties of Yulin city. Reference2006-2011economic, financial data, so as to reflect thedifference between the north and south of county economy of Yulin City, narrow theNorth-South gap imminent. The third chapter points out the financial support the developmentof county is located in southern bottleneck. Funding system of drain, grass-roots branchesmerge, weakening, the financial service functions of the financing of small and medium-sizedenterprises, restricts the development of county economy, agricultural insurance developmentis slow and poor financial ecological environment, the credit system is not perfect. These arehampering the southern county economic development obstacles. The fourth chapter analyzesthe favorable factors in the southern city of Yulin to speed up the development of the county.Local government height takes seriously,"Funan" efforts to increase year by year, thesouthern counties of characteristic agriculture and animal husbandry base better, applicationof agricultural science and technology extension work steadily. These aspects, advantageouslypromote south county economy to a new level. The fifth chapter from the policy level thefinancial support for county economic development path of the south. Should establish theallocation of financial resources and the development of county economy interactionmechanism, strengthen the construction of the southern counties financial ecologicalenvironment, inhibit the outflow of funds, accelerate the reform of management system ofcredit financial institutions to promote innovation in South County, county financial service.The sixth chapter is conclusion and discussion. Previous researches about the county economic development of the research literature, research is more reason to hinder thedevelopment of county economy, favorable factors the development of county economy lessattention in backward areas. In this paper, the use of dialectical materialism, by positiveanalysis, not only of unfavorable factors hindering county economic development, also cansee the favorable factors behind the development of county economy area. Finally, the suitone’s measures to local conditions, and put forward the dialectical development planning ofsouthern Yulin city county economic development, optimize the allocation of financialresources, strengthen the financial service function, total, and credit enhancement and creditscale, improve financial ecological environment, to form a joint force to promote the rapiddevelopment of the southern city of Yulin County economy.This paper mainly from the present situation of the South County Economic andfinancial development in Yulin City, based on domestic and foreign literature review andtheoretical analysis, statement of the south of Yulin six county economy, financialdevelopment in the new situation, new characteristics, through a great deal of data show thatpromote county economic development in the south, cannot do without the financial support.The results of this study are considered for resource rich area of Yulin City, narrow theNorth-South gap, realizing common prosperity is the inevitable choice, through effectivefinancial supply, diversified financial products and good services, thereby improving thefinancial ecological environment in South County, inhibit the outflow of funds, to promote therapid development of county economy in southern.更多还原
