数字湘潭空间信息资源共享服务平台的设计与实现

【摘要】 “数字城市”是综合运用GIS(地理信息系统)、遥感、定位系统、宽带网络、多媒体及虚拟仿真等技术,对城市的基础设施及功能机制进行信息自动采集、动态监测管理、辅助决策服务的技术系统。它具有城市地理、资源、生态环境、人口、经济、社会等复杂系统的数字化、网络化、虚拟仿真、优化决策支持和可视化表现等强大功能。海量的空间信息数据的数字化工程建设和管理,最终如何通过安全、有效的为政府各委办局和社会公众提供数据服务成为数字城市体系工程中各部委和社会性数字城市建设单位的研究重点。空间信息资源共享服务平台的建设将成为数字城市工程建设之中的重中之重。本文从实际出发,对湘潭市勘测设计院的现有空间数据和相关委办局的私有数据结构进行分析,并对各类异构数据进行科学有效的管理和整合。空间信息资源共享服务平台的设计通过标准的SOA理念和方法,遵循OGC规范,利用WebService技术,采用分布式存储与集中共享的数据存储模式,同时设计和开发数据服务接口,借用.NET开发软件开始构建数字湘潭空间信息资源共享服务平台,实现空间信息的互联互通。为数字湘潭的长效运营机制和取得良好的应用效益、经济效益提供有效地支撑。并为湘潭市各委办局和社会性数字城市建设单位安全的提供私密数据,搭建可行的数据共享交互平台,从而保证各单位间的数据成果和经济利益。平台经过半年时间的实际测试和运行,从平台架构、功能、系统性能和实际效益方面都得到了市领导和各单位的好评。
【Abstract】 "Digital City" is a technology system that integrated use of GIS (geographicinformation system), remote sensing, positioning systems, broadband networks,multimedia and virtual simulation, automatically information collection, dynamicmonitoring and management, decision supporting serving upon the city’s infrastructureand functional mechanism. It has the functionalities of digital, networked, virtualsimulation, decision support and optimization, and visualization performance for urbangeography, resources, environment, population, economic, social and other complexsystems. How does the digital spatial information engineering construction andmanagement of the vast amounts of spatial information data ultimately safely andeffectively serve the governments bureaus and the general public becomes the researchfocus of the ministries and the social digital city construction organizations during thedigital city systematic projects. The construction of the spatial information resourcessharing services platform will be among the top priority of digital city construction.This thesis analyzes the data structure of Xiangtan City Investigation&DesignInstitute and relative bureaus. It works on the effective management and integration ofall kinds of heterogeneous data. The design of public information share serviceplatform is based on a standard principle and method of SOA, manipulated by OGCrules, with the help of Web Service and runs a data storage model of combination ofdistributed storage and centralized shared data storage. It designs and develops a dataservice interface through the help of.NET development software, so to establish thepublic information share service platform of Digital Xiangtan and reach an influentinformation intercommunication. This project will gurantee long time stableperformance and bring satisfying social benefits and economic benefits. At the sametime, it will supply a private and secure data service to the bureaus of Xiangtan cityand civil engineering companies working on Digital Xiangtan, and build up a reliabledata sharing platform. After half year’s running, the platform has been approved by City leaders and all users from its effective structure, strong performance, outstandingcharacters and considerable interests.
