【摘要】 农村社会养老保险制度是国家在新的时期解决好“三农”问题的重要措施，关系到我国广大农村居民的基本生活质量。随着我国城镇化、工业化进程的加快，农村大量的剩余劳动力向城市流动导致农民工的不断增加，农村失地农民的数量不断增加，同时，农村人口老龄化的趋势日益严重。此时，迫切需要一种行之有效的社会养老保障措施来解决这一系列的实际问题。我国新型农村社会养老保险制度正是在这一环境背景下建立起来的。这一制度对于促进我国的计划生育政策，改变农村居民的传统观念，保证农村居民老龄人口的基本生活需要，完善农村的社会养老保障体系，推动整个国民经济全面协调可持续发展有着极为重要的作用。本文通过运用比较分析的方法对我国新型农村社会养老保险制度进行了深入的研究。本文以农村的市场经济为出发点，以国内外现有的理论为基础，在本国现有的理论研究和各地开展“新农保”试点实践经验的基础之上，不但借鉴了国际上发达国家的社会养老保险制度的经验，还比较分析了发展中国家的社会养老保险的运作模式，对我国的新型农村社会养老保险制度作了深刻的分析，并且联系中国的国情，结合中国新型农村社会养老保险制度在试点地区运行的实际效果，提出完善我国新型农村社会养老保险制度的政策和建议，以求实现城乡一体化，国民经济和谐发展的最终目标。本文一共分为五大部分。第一部分为绪论，主要说明了选题的背景以及理论与现实意义，并且对国内外的研究进行了综述。第二部分介绍了关于养老保险制度的理论基础，为后面的制度分析做好了理论准备。第三部分通过一系列数据分析了我国新型农村社会养老保险制度存在的必要性和可行性。第四部分总结了国外发达国家和发展中国家农村社会养老保险制度的历史过程以及成功经验和不足之处，并且由此得出他国对我国农村社会养老保险制度的启示并对此进行了总结。第五部分根据全文的论述和分析，得出关于建立和完善我国新型农村养老保险制度的政策和建议。更多还原

【Abstract】 The rural social endowment insurance system is an important way for ourcountry to deal with the issues of agriculture, farmer and rural area in the new era. Itis concerned with the quality of life of our people.As the speed of developing industrialization, urbanization and modernizationincreases, a large number of labour coming from country are converting into the city.The number of farmers of losing land is increasing largely. The aged tendency of ruralpopulation is becoming more serious day by day. It is needed for an efficient way todeal with this kind of problem in recent years. In this background, our countryconstructed our rural social endowment insurance system. This system is veryimportant for every aspect in our economic development. It contains promoting thebirth control policy, changing the traditional idea of the rural resident, safeguards thebasic requirement of the old-age people in the country, improving the social securitysystem for old people in the rural area and giving impetus to the national economy sothat it can develop in a complete coordinate and continuous statement.This paper uses the comparison analysis to study China Rural Social Old-agedSecurity System. The paper regards the rural market economy as the starting point andbases on the theory coming from foreign country on the base of the theory research ofour country and the experience of practice on the new system in the developedcountry but also explains the running model in the developing country. At the sametime, the paper analyses the new system of the old-aged security of our country andmakes connect with the situation of China with the real effect of the new system thatruns in every area. In the end, the paper points out some policies and suggestions toimprove the new rural social endowment security system in order to unit the city andrural area and to realize the aim of harmony in our national economy.This paper consists of five parts. The first part is introduction which mainlystates the background of the topic and the significance of the theory and realizationand summarize the achievement of the theory from the nation and the board. Part2talks about the basic theories about the rural pension insurance system and is ready toanalyses the system below. Part3analyses the necessity and reasonability for the new system to exist by the way of researching some relevant datas. Part4looks back thehistorian process of the old-age insurance system in the developed and developingforeign countries, the successful experience and the weakness. By this way, the papergets the enlightenment and summarizes it. Part5gets the policies and suggestions onimproving the new rural social old-aged insurance system in our country on the baseof the allover analysis in this paper.更多还原
