【摘要】 林业是国民经济的不可或缺的重要部门之一,其重要性不仅仅在于其经济功能,还在于其生态功能。因此,林业产业的发展更需要追求可持续发展路径。近年来,宿迁市林业产业取得了不错的发展成就,特别是围绕杨树资源的木材加工业发展迅速,成为宿迁市主导产业之一,对国民经济的贡献非常大。然而,这种高速发展态势是否能够得到延续,主要取决于林业产业是否具有竞争力以及林业产业结构是否合理。因而从宏观层面搞清楚宿迁市林业产业结构现状和变化,以及对经济增长的作用效果和机制,从微观层面搞清楚影响林业产业竞争力的因素对宿迁林业的可持续发展有着至关重要的意义。因此本文利用灰色关联模型和钻石模型分别对宿迁市林业产业结构和林业产业竞争力进行了深入的剖析。得出主要结论如下：1、宿迁市杨树资源丰富,围绕杨树的林木产业发展较快,特别是木材加工业。目前,木材加工业已经成为宿迁市定位的主导产业之一。在近些年的发展进程当中,宿迁木材加工业逐步凸显优势：林木资源培育稳步增长、木材工业的产值、增加值、利税、利润等主要经济指标在规模工业中的地位是稳步提高的,而且对规模工业的贡献比其它产业更大,更稳健。2、灰色关联分析结果表明,林业三次产业中,第二产业对林业产值的贡献最大,关联度最高。这说明宿迁林业已经完成了产业结构调整的第一步。从林业三次产业的产值比例来看,第一产业和第三产业的比重偏低,产业结构比例不协调,这对可能影响到第二产业的持续发展,制约了宿迁市林业产业的竞争力提高。3、利用钻石模型对影响宿迁林业产业竞争力的因素进行深入剖析,从生产要素、需求条件、相关产业与支持、企业战略结构与竞争、政府与机会五个方面分析了影响产业竞争力的优势因素和不利因素。具体情况为：自然资源丰富、劳动力成本较低、市场条件完善、政府支持、金融危机的机会都是提升产业竞争力的优势因素；而高级人才短缺、消费市场规模狭小、产品技术含量低、企业创新能力差、经营模式单一品牌建设落后、金融支持不足、规模化程度不高等因素是制约宿迁林业产业竞争力的主要因素。最后,根据实证分析的结果,提出了相关的政策建议。更多还原

【Abstract】 Forestry is an important sector of national economy, its importance not only in its economic function, also in its ecological functions. Therefore, the development of the forestry industry needs to pursue sustainable development path. SUQIAN City forestry industry in recent years, has made good achievements, especially around the poplar resources, timber processing industry has developed rapidly to become one of the leading industries of the SUQIAN City, a very large contribution to the national economy. However, this trend of rapid development can be renewed, mainly depends on the forestry industry competitiveness and forestry industrial structure is reasonable. Thus finding out the SUQIAN forestry industry structure and changes as well as effects on economic growth and mechanisms from the macro level and finding out affecting the competitiveness of the forestry industry from the micro-level factors has a crucial importance of the SUQIAN forestry sustainable development.Using gray relational model and the Diamond model we conducted in-depth analysis of SUQIAN City forestry industry structure and competitiveness of the forestry industry. The main conclusions are as follows:1. The SUQIAN poplar resources, rapid industrial development around the poplar trees, especially the wood processing industry. At present, the timber processing industry has become the SUQIAN positioning one of the leading industries. In recent years, the SUQIAN wood processing industry, gradually highlights the advantages of steady growth: forest resources for training, the output value of the wood industry, value added, profits and taxes, profits and other major economic indicators in the scale industry is steadily improving, and scale industries contribution to larger, more robust than other industries.2. The gray relational analysis results show that the forestry three industries, the contribution of the secondary industry output value of forestry, the highest correlation. This shows that the SUQIAN forestry has completed the first step of the adjustment of industrial structure. From the proportion of industrial output value of forestry three times, the low proportion of primary industry and tertiary industry, the harmonious proportions of the industrial structure, which improve the competitiveness that may affect the continued development of the secondary industry, which restricts the forestry industry of the SUQIAN3. Using Diamond model in-depth analysis of the factors affecting the SUQIAN forestry industry competitiveness, we analyses the advantages of factors affect industrial competitiveness and unfavorable factors from five aspects such as production factors, demand conditions, related industries and support the corporate strategic structure and competition, the Government and opportunity. Specific situation follows as:abundant natural resources, low labor costs, improving market conditions and government support, the opportunity of the financial crisis to enhance industrial competitiveness advantage factors; the shortage of senior personnel, the small size of the consumer market, low technological content of products, businesses innovation capability, a single business model, brand building backwardness, lack of financial support to the scale level of the factors is a major factor restricting the SUQIAN forestry industry competitiveness.Finally, according to the results of empirical analysis, we proposed the relevant policy recommendations更多还原
