【摘要】 笔者曾有幸参与昭山城乡统筹规划项目，并尝试了以乡村的视角来编制该规划，发现其成果更具现实性与可操作性，于是在本文中笔者从乡村视角出发进行了更深一步的研究，以期解决城乡协调发展问题。乡村地区是城乡统筹的重要战场，乡村地区的发展与建设，直接关系到城乡统筹发展的成功与否。目前研究的重心更多地是从“城市”的角度出发去探讨城乡统筹规划实践，忽略了当前城乡统筹的重点与关键是城乡协调发展，而乡村地区发展的实施主体是广大农村居民，且农村地区的发展受其本身的传统制度、产业、用地情况等的影响。乡村地区在城乡统筹的大背景下该如何发展，乡村地区与城市该如何协调，乡村地区如何有效接纳城市与工业的反哺，城市流入乡村地区的资源如何有效的利用？本文所考虑的城乡关系从“平等”、“和谐”和“互动”的发展方式出发，在其相关理论指导下，对现状城乡发展现状的进行分析，找出其发展中存在的突出问题，然后根据城乡统筹发展的相关理论研究，对城乡统筹规划的重点内容进行研究。文章分为以下几个部分：第一部分是城乡统筹的相关理论基础。城乡统筹的目的是提高城乡资源的互动与效率，改善乡村居民的生活环境与收入水平，同时推进城镇化的进程，其涉及的理论包括城乡共生理论、土地经济理论及城乡一体化理论。文章还分析了城乡统筹背景下城乡规划的发展趋势与转变。第二部分是城乡统筹困境及乡村问题研究。城乡建设过程中的分工不明、利益博弈、资源利用不平衡及环境破坏等问题，都是导致城乡发展不协调的原因；在乡村人口、产业、用地、服务系统等分析的基础上，文章得出了乡村居民在经济增长、环境权力、社会保障、城镇落户等方面的诉求性意愿。第三部分是基于乡村视角的城乡统筹模式及城乡统筹策略的研究。本文中总结出了四种城乡统筹模式：“融城模式”、“融资模式”、“产业现代化模式”、“整治模式”；并针对城乡统筹规划中的重大问题提出了城乡人口引导、城乡空间统筹优化、乡村产业规模化、城乡公共服务与基础设施建设等策略。第四部分是实例认证及论文结语部分。研究了湘潭市昭山示范区的城乡统筹规划的实施对策；最后提出了论文研究的不足及更深层次研究的设想。更多还原

【Abstract】 The author has ever participated in Zhaoshan urban-rural planning project, andfinds that the result will be more practical and operability if this plan is prepared fromrural perspective. So in this paper the author does a farther research from the ruralperspective, in order to solve the problem of coordinated development of urban andrural.Rural is an important field for Integrated Urban-Rural development. Thedevelopment and construction of rural plays an important role in well-coordinateddevelopment of urban and rural. Most of present studies are focus on “city” in thepractice of urban and rural planning, and they ignore the key in coordinate developmentof urban and rural is coordination. The rural residents are the main implementer for therural development, meanwhile the development of the rural areas are limited by its owntraditional system, industry, and land condition. So how to develop the rural area underthe background of integrated urban-rural planning? How to coordinate the developmentof rural areas and urban? How the rural accepts “industry re-feeding agriculture and citysupporting rural” effectively? How the rural makes the best use of the resources fromcity? This paper is mainly analyzed the current situation of urban-rural developmentfrom the equal, harmonious, interactive relationship between urban and rural and underthe direction of relevant theories to find out the prominent problems.And then,according to the related theory of coordinated urban and rural development, to make aresearch on the main content of urban and rural overall planning. The paper has thefollowing parts:The first part is the basic theory of Integrated Urban-Rural development. Theorders of the coordinate development of urban and rural include improving theinteraction and efficiency of urban and rural resources, improve the living environmentand the income level of rural residents, and promote the process of urbanization.Theinvolved theory include symbiosis theory, land economic theory and the urban-ruralintegration theory. The paper is also analyzed the development trend and thetransformation of urban and rural planning under the background of the overall planningof urban and rural.The second part is the research on the difficulties of integrated urban-ruraldevelopment. Now the development between the urban and rural areas is uneven. The reasons refer to labor division in the urban-rural construction process is not clear, theresources which distributed asymmetrically,the environment problems and so on. Thepaper draws a conclusion that the rural residents have sort of willings in the aspects ofeconomic growth, environmental rights, social security, urbanization based on theanalysis of the rural population, industry, land, service system and so on,The third part is the study of integrated urban-rural patterns and strategies from therural perspective. This paper is summarized four kinds of integrated urban-rural patterns:" Urban and rural integration mode "," Rural Financing mode"," Industrialmodernization mode"," Environmental regulation mode ", and it also puts forwardstrategies about urban-rural population guidance, the optimization of urban-rural space,rural industry scalizationrural public services and infrastructure construction inconnection with the big problems in integrated urban-rural planning.The fourth part is the example of certification and the conclusion part of the paper.It is studied the urban and rural planning strategies of Xiangtan Zhaoshan demonstrationzones.
