高校大型仪器设备采购项目论证评价研究

【摘要】 近年来高校的固定资产投入不断加大,设备采购论证是合理配置资源和提高投资效益的有效途径。构建高校大型仪器设备采购项目论证评价指标体系,对提高项目支出预算申报的质量、加强项目库建设和管理、为实现项目支出预算编制的科学化和规范化,起到积极的作用。高校大型仪器设备采购项目论证评价指标体系的建立将作为一个崭新、精确的论证方法将会填补高校大型仪器设备采购项目量化论证方面的空缺。本文首先搜集并分析了国内外仪器设备采购项目论证的现状及内容,以及高校目前论证存在的问题,并介绍了设备采购项目论证的相关概念、发展进程、论证程序和步骤,论证指标体系设计的基本理论及设计的方法。重点内容是通过调查研究,采用文献研究法、问卷调查法设计了高校大型仪器设备采购项目论证评价指标体系一级指标和二级指标的具体内容,采用专家咨询法、德尔菲法和层次分析法对高校大型仪器设备采购项目论证评价指标体系一级和二级指标的权值进行了确定,其中使用Matlab软件对各个比较判断矩阵的权重值进行计算,设计了各分项指标的评分标准,建立了一个完整的论证评价指标体系,该体系可作为各高校大型仪器设备采购项目论证的评价指标体系模板。其后结合北京农学院大型仪器设备的现状和特点,构建了北京农学院大型仪器设备采购项目论证两套个性化评价指标体系:教学类仪器设备采购项目论证评价指标体系和科研类仪器设备采购项目论证评价指标体系,并通过实际应用分析其效果,证明了该体系的合理性。最后总结研究结论,指出了本文研究的创新性。该指标体系的建立,为各级项目库管理提供了便利,使在项目排序方面有了客观量化评价的标准,而且论证评价结果的公示符合“公正、公平”,能完全展现各项目的优点和缺点。还说明了本文研究的局限性,并提出需进一步进行研究的问题。

【Abstract】 In recent years, with the increase of the investment in fixed assets of colleges and universities, the equipment procurement argumentation has become an effective way to allocate resources rationally and improve the benefit of investment. The design on evaluation index system about the argumentation of large-scale instrument and equipment procurement projects for colleges and universities will play an active role in improving the quality of project expenditure budget application, enhancing the construction and management of project library, and making project expenditure budget planning more scientific and normative. Once established, it will fill the gap in quantitatively measuring the argumentation.First of all, the current situation, the contents and existing problems are collected and analysed. Then its concepts, development process, procedures and steps as well as the fundamental theory and method of designing the evaluation index system are introduced. Through investigation, literature review and questionnaire method the contents of every first-class and second-class indexes are designed. Meanwhile, the weight of the correlative index is determined by way of the AHP and delphi method, In addition, Matlab is used to calculate the proper vector of comparison matrix, and the marking criterion of each subentry are designed. Thus, the integrated evaluation index system is constructed, which can be a template for the argumentation of large-scale instrument and equipment procurement projects for colleges and universities. Afterwards according to the present status of Beijing University of Agriculture, two personalized evaluation index systems are built. One is for teaching projects and the other for research projects. By analysing the results through practical use, its rationality has been proved.Finally, the research conclusion covers both the innovation and the limits. On the one hand, the establishment of index system offers convenience for the project library management and the objective evaluation criterion in quantity for project sequencing; What’s more, as the publicity of argument evaluation results is just and fair, the advantages and disadvantages of each project can be fully shown. On the other hand, some limits are also talked about and some further researching issues are put forward.
