【摘要】 现阶段,云南省正在进行人才公共服务机构体制改革研究,通过改革,整合人力资源市场,统一就业服务机构,为促进就业和建设“两强一堡”提供人才保障,这也会为规范我省流动人员档案工作提供切实的保障,这二者之间是一个相辅相成的的关系,按照人事部的规定,各级人才公共服务机构的工作都是围绕流动人员档案来展开的,没有流动人员档案做依托,相关的人事代理,社会保险,人才市场工作的开展都无法进行,那么整个云南省人才公共服务机构的改革都是无稽之谈。但是根据目前云南省流动人员档案管理的实际情况来看,还存在各级流动人员档案管理机构对于流动人员档案的管理方式和方法的不统一、流动人员档案管理法制建设不健全、流动人员档案在转递的不规范,人档分离、农民工档案的建设空白等问题,于是笔者提出改善流动人员档案管理的设想。云南省流动人员档案管理探析一文,主要是结合云南省流动人员档案管理的实际情况展开探析,主要分为五个部分,第一部分是绪论,主要包括研究来源、研究的意义和研究的方法和创新点；第二部分是流动人员的界定和流动情况,对相关的概念进行界定；第三部分是对云南省档案管理的现状进行分析,主要是从云南省人才流动服务中心中流动人员档案管理的现状来投射整个云南省的管理情况；第四部分的主要内容是云南省流动人员档案管理中存在的问题；最后一部分是改善流动人员档案管理的设想,并提出建立劳动力输入输出地的管理模式。更多还原
