政产学研合作模式下基于吸收能力的组织间协同创新影响因素实证研究
An Empirical Study on the Factors Affecting Inter-organizational Collaborative Innovation under University-Industry-Government Based on Absorptive Capacity

【摘要】 当下全球化经济竞争日益加剧,市场竞争节奏逐渐加快,自主创新能力成为推动国家经济发展的主要驱动力,国家创新能力的高低决定了位处世界联盟地位的强弱。面对经济全球化进程的加速,组织个体的技术创新已不能仅仅局限于自身知识存储的范围,无论是企业、高校或者科研机构,自身的技术创新迫切需要更多要素的综合投入以及更大风险的共同承担。为了克服创新力量各成体系所带来的创新资源的严重分散以及创新效率的降低,国家教育部提出“2011计划”,构建高等学校、科研院所、行业企业、地方政府间的协同创新平台与模式,通过政产学研合作实现各类创新优势要素的优化组合。本文提出的政产学研合作模式为由于自身能力和资源限制不能充分发挥竞争优势的组织提供了协同创新平台,组织间通过知识与技能的相互共享与转移,应用于自身创新能力的提升并实现了相互间的协同创新绩效。本文从政产学研合作网络角度和组织个体能力角度探讨影响组织间协同创新的关键因素,将吸收能力划分为识别与获取能力、消化(转化)与应用能力两个维度,以这两种维度为切入点构建影响组织间协同创新绩效的假设模型。其次,在理论研究背景下笔者走访了6家典型企业,进行了调查访谈,并以此来修正研究量表中变量条款的制定。最后,本文基于湖北省对规模以上工业调查统计背景对湖北省规模以上工业组织1500家的调查数据进行统计分析,包括信度分析、效度分析、因子分析、多元线性回归分析以及结构方程建模对研究模型中的假设进行了验证,最终得出如下结论:结论1政产学研合作网络层次影响因素包括发展愿景及合作目标,政府支持,联盟形式,信任、沟通与交流分别对组织的吸收能力,包括识别与获取能力、消化与应用能力具有积极的显著影响。结论2组织个体层次影响因素包括组织战略、知识存量、研发活动、组织结构分别对组织的吸收能力,包括识别与获取能力、消化与应用能力具有积极的显著影响。结论3吸收能力包括识别与获取能力,消化与应用能力对创新绩效包括成长性创新绩效,成果性创新绩效具有正向相关作用,其中消化与应用能力对创新绩效的正向作用较为显著。结论4组织类型、企业所属行业类型、总资产额对政产学研合作网络层次影响因素、组织个体影响因素、吸收能力、创新绩效有不同的作用。
【Abstract】 The present economic globalization competition has become intensifying, the market competition gradually speeds up the rhythm, independent innovation ability becomes the main driving force to promote the development of national economy, The quality of national innovation capability determines the level of the strength of the world league position. In the face of the acceleration of economic globali zation, Organization and individual technology innovation has not only confined to its own range of knowledge storage. Whether the enterprises, universities or rese arch institutions, own of which technological innovation is an urgent need for mor e elements of a comprehensive investment and sharing greater risk. In order to ov ercome the severe dispersion of innovation resources and reduce of innovation effi ciency brought about by the innovation power of each layer system, National min istry of education proposed "2011plan", building the collaborative innovation platf orm and mode among colleges and universities, research institutes, industries and enterprises and local government, and achieving the optimum combination of inno vative advantage factors by the government-industry-university-institute cooperation. The cooperation mode of Government, Industry, University and Research Institute is presented to provide collaborative innovation platform for the organization whi ch can’t play fully competitive advantage due to their own capacity and resource constrains, organizations, through mutual sharing and transfer of knowledge and sk ills, improve their own innovation ability and achieve the mutual cooperative inno vation performance.Firstly, from the government-industry-university-institute cooperation network and organization and individual capacity point of view, the paper discusses the key factors that affect the inter-organizational cooperative innovation, dividing the absorptive capacity into the recognition and acquisition ability and digestion (transformation) and application ability, two dimensions, in which as the breakthrough point, the hypothesis model which affects the inter-organizational cooperative innovation performance is presented. Secondly, the author visited six typical enterprises under the background of theory research, and revised the variable terms development in the research arm test through the investigation and interview. At last, the paper analyzed statistically the survey data of the1,500enterprises in Hubei province, including reliability analysis, validity analysis, factor analysis, multiple linear regression analysis and validated the assumptions in the research model by the structural equation modeling, eventually draws the following conclusions:(1)The influence factors of the government-industry-university-research institute cooperation network level include the development vision and goals of cooperation, government support, the league form, trust, communication and exchange, which has a positive significant effect on the organization absorptive capacity including recognition ability, acquisition ability, digestion ability and application ability, respectively.(2)The influence factors of the organization and individual level include organizational strategy, the stock of knowledge, research and development activities and organization structure, which has a positive significant effect on the organization absorptive capacity including recognition ability, acquisition ability, digestion ability and application ability, respectively.(3)The absorptive capacity, including the recognition and acquisition ability and digestion and application ability, have a positive correlation effect on the innovation performance including the growth innovation performance and achievements of innovation performance, among them, digestion and application ability have a more significant positive effect on innovation performance.(4)Organization type, industry type and the total assets has a different role on the influence factors of the government-industry-university-research institute cooperation network level, the influence factors of the organization and individual level, absorptive capacity and innovation performance.
