【摘要】 亚洲是世界上最大的大洲,太平洋是世界上最大的大洋。1521年3月麦哲伦环球航行的船队到达太平洋西海岸的一个群岛,并在其中较大的一个岛屿靠岸。麦哲伦后来将这个群岛献给西班牙国王菲利普二世,并用国王的名字将这个群岛命名为“菲利比亚娜”,这就是菲律宾国家名称的来历。欧洲人的海洋探险掀开了亚洲和太平洋关系的序幕。当两者的地缘政治和地缘经济关系达到一定阶段之后,“亚太”的概念就产生了。在1893年出版的《文明与衰退的规律》这本书中,布鲁克斯·亚当斯预言世界文明的“波浪式”发展将在21世纪把它的浪尖推到亚太地区。亚当斯的预言实现了,如今亚太地区的崛起让人们都意识到,21世纪将是亚太的世纪。作为目前处于国际政治格局“一超”地位的美国,为了维持它的全球唯一超级大国地位,越来越将它的“大棒”朝这一地区挥来。奥巴马上台以后,美国在政治上、军事上和经济上全面向亚太地区重返。说“重返”其实有点不太恰当,因为从未离开过。“重返”只是相比以前在战略关注程度和资源投入程度的提升。美国的一系列动作凸显了其“重返亚太”背后的中国因素,那就是制衡中国的崛起,削弱中国在这一地区的影响力,维护其在亚太地区的霸主地位。美国“重返亚太”的一系列动作给中国的国家安全带来了深远影响,中国的周边环境变得更加复杂多变。为此,中国必须在经济和军事等方面采取有针对性的措施,最主要的是要通过努力发展本国经济、继续坚定不移推进社会主义现代化建设来增强自身的综合国力,“打铁还需自身硬”。只有自己强大了,一切问题才会手到擒来,迎刃而解。更多还原

【Abstract】 Asia is the largest continent in the world, while the Pacific is the largest ocean in the world. In March of1521, Magellan’s fleet voyaging around the world arrived at a group of islands in the Pacific West Coast and docked in a larger one. The island was dedicated to King Philip Ⅱ of Spain by Magellan, and was named "philippiyana"of the king’s name, which is the origin of the name of the Philippine country. The European marine adventure opened a prelude to the relationship between Asia and the Pacific. When the relations between geopolitical and geo-economic reach a certain stage, the concept of "Asia-Pacific" is produced. Brooks Adams predicted that the waves of the world civilization in the21st century would push its climax to the Asia-Pacific region in his book "The Law of Civilization and Its Decline, which was published in1893. Adams’ prophecy came true, and now the rise of the Asia-Pacific region aware people that the21st century will be the century of Asia-Pacific.As the one and only "superpower" in the present international political structure, America more and more waves its big "stick" towards this region in order to maintain the sole superpower status in the world. After Obama came to power, the United States has returned to the Asia-Pacific region politically, militarily and economically."Return", in fact, is not quite correct, because it never leaves."Return" only means enhancing the degree of strategic focus and involvement of the resources than before. A series of actions of the United States highlight the China factor in the process of returning to the Asia-Pacific region, that is, to check the rise of China, to weaken China’s influence, and to maintain its dominance in the Asia-Pacific region.A series of actions in the "returning to Asia-Pacific" have brought far-reaching impact to China’s national security, making China’s surrounding environment more complex, to which China must adopt appropriate measures in the economic and military aspects. Most importantly China should enhance its overall national strength through developing its national economic and continuing to unswervingly push forward the socialist modernization."To forge iron, you need a strong hammer."
