【摘要】 旅游产业素有“无烟工业”的美誉,是构筑第三产业的重要支柱,同时又是促进经济增长方式转变的先导型产业,如何促进旅游产业的发展正越来越受到世界各国和各级政府的高度重视。政府行为就是国家行政机关及其工作人员依法履行行政职能所进行的各项行政活动的总称。目前我国正处于社会主义初级阶段,市场机制、法律法规还不够完善,旅游产业发展所依赖的基础条件、综合环境、配套设施等还不够坚实,这就决定了我国目前发展旅游产业要以政府为主导。政府主导型旅游发展战略,是当前市场化过程中国家较为适用的发展战略,指在以市场为基础配置资源的前提下,充分、合理地发挥政府宏观调控职能,通过制定产业政策、法规标准等措施,积极引导和规范各旅游主体的经营行为,以实现旅游产业健康快速可持续发展。改革开放以来,我国旅游产业一直坚持政府主导型发展战略,这对我国旅游产业的高速发展起到了关键作用。同时我们也应该看到,政府主导旅游产业发展,要明确自身定位,坚持有所为,有所不为。本文尝试运用公共管理学和行政学等有关知识,采取实证研究的方法,深刻剖析河南省林州市旅游产业发展过程中政府行为的成功经验和不足之处,提出林州市政府主导旅游产业发展,要从把握“公共规则”、“公共管理”、“公共资源”三个关键维度入手,着力破解“顶层设计”、“经济外部性”、“市场配置资源失灵”等三大难题,以促进旅游产业良性发展。更多还原

【Abstract】 Tourism, known as a smokeless industry, is a backbone of constructing the tertiary industry, in the meantime a leading industry to promote the economic growth mold transformation. Therefore, how to develop tourism is increasingly taken seriously by government of all levels throughout the world.Governmental action is the administrative behavior conducted by state administration and its staff in conformity of legal provisions. Currently in the primary stage of socialism, because the market mechanism and the laws and regulations are not developed, and because the fundamental conditions, overall environment and supporting facilities which tourism base itself on are not solid yet, developing tourism in China is mainly dominated by the government.Government-dominated tourist developing strategy is a tactic applicable in the process of marketing. It refers to, on the premise of distributing resource based on market bringing into full play the macro-monitoring functions of the government, actively guiding and standardizing the management behavior of the individuals through drafting industrial policy and regulations so as to guarantee a rapid, healthy and sustainable development of tourism. Since China’s opening-up to the outside world, tourism in China has been sticking to the government-dominated strategy, which plays a very important role in rapid development of the tourism. Meanwhile, we should realize that, under the government-dominated strategy, there are certain things we should do and not do.Employing the science of public management and the science of administrative, through empirical approach, this thesis tries to deeply analyze the successful experience and flaws of governmental behavior of Linzhou in the process of developing tourism, and thus proposes that the government of Linzhou should address the problem from3key angles—public rules, public management and public resources, and concentrate the effort on the3major problems that is "design of the top","the economic externality" and "malfunction of the distribution of resources based on market" in order to make sure a sound development of tourism.更多还原
