潍坊市社会救助信息管理系统的设计与实现

【摘要】 经过几十年改革开放,中国的经济得到了高速发展,但是经济发展极其不平衡,东部地区好于中西部地区,城市好于农村。作为世界上人口最多的国家,其贫困人口的基数也是大的,而贫困人口又重点分布在农村。我国的社会救济制度针对的是贫困人口,而这里救济重点则在农村。潍坊市之前对社会救助信息、财物等采用手工管理的方式,与手工管理数据相比,计算机管理具有速度快、信息处理量大、储存量大、精确度高、数据安全性高、灵活方便和数据分析质量高等优点,计算机网络功能的运用,更是大大提高了管理效率。因此,在软件技术得以广泛应用的今天,通过软件来实现对潍坊市社会救助的管理,将起到很大的作用。潍坊市社会救助信息管理系统是按照潍坊市政府文件精神开发的一套社会救助信息管理系统。系统最终选择J2EE技术构建,从潍坊市社会救助信息管理系统的应用需求入手,确定了系统的结构、总体设计思路以及具体的数据库设计;最后在B/S体系结构的基础上利用J2EE技术实现了该系统的各个模块,文章较为详细的阐述了数据库的连接以及数据处理和整合的方法与技术。本文在分析社会救助帮困业务的基础上,详细阐述了该系统的需求分析、方案设计和实现的整个过程。系统主要包括低保管理、医疗救助以及住房救助等模块。低保管理模块主要实现对上报的申请信息进行添加、确认、审批等操作,提交的信息可以被查看、修改、删除、更正等功能。医疗救助主要实现了医疗救助申请,信息修改,信息删除以及对补助内容进行审批等操作。住房救助模块主要实现了业务操作和照片上传功能。五保/三无模块的主要功能实现了:业务操作和救助金发放操作。该系统己开发完毕并投入使用,实际使用后系统实现己达到预期目标,满足了潍坊市社会救助信息管理系统的基本要求,系统具有友好的交互界面,对社会保障的进一步加强和管理水平的提高起到了积极的作用。

【Abstract】 After the reform and opening, as the largest developing country in the world, China’s problem of poverty caused widespread concern at home and abroad. Throughout the1980s, the community mainly discussed the problem of poverty in rural China, and the social relief system reform mainly focused on rural areas. These reform efforts lasted until the mid-1990s, most of the policies and measures are still practiced. Weifang City used to manage social assistance information, property and other information by hand. Compared with manual data management, computer management is better in speed, processing, storage capacity, accuracy, data security, flexibility and quality of data analysis. And the use of computer networks function greatly improve the management efficiency. Therefore, because the software technology is widely used today, software will play an important role in implementing the social assistance management in Weifang City.The social assistance information management system of Weifang City is a set of social assistance information management system developed in accordance with the file spirit of Weifang government. System eventually choose J2EE technology to build it, starting from the application requirements of the social assistance information management system of Weifang City so that we can confirm the structure, the idea of the overall design and database design of the system; finally, on the basis of the B/S architecture using J2EE technology to implement each module of the system. This paper detailed introduced the connection to the database and the methods and techniques of data processing and integration.Based on the analysis of social assistance business, this paper elaborated described requirements analysis, program design and implementation of the entire process of the system. The system mainly consists of minimum living management, medical aid and housing assistance and other modules. Minimum living management module mainly implement the functions including adding, confirming, examining approving reported application information reported, and viewing, modifying, deleting, and correcting submitted information and other operations. Medical aid module mainly implement the functions including applying medical aid. modifying and deleting information, and examining and approving the subsidies content approval and other operations. Housing assistance module mainly implement the function including business operations and uploading photos. The Wubao/Sanwu module implement the functions including business operations and granting relief fund.The system has been completed and putted into use. And in the actual use, the system has achieved to the desired goals, has met the basic requirements of the social assistance information management system of Weifang City. The system has a friendly interactive interface, and plays a positive role in further strengthening the social security and improving the management level played.
