【摘要】 为市民提供公共服务是政府的职能，提高城市体育公共服务水平也是城市发展的目标。本研究建立在实证调查基础之上，对大同市体育公共服务进行研究，是研究的重点，更是对国家乃至整个社会的公共服务水平的考量。本研究结合现阶段大同市体育公共服务的现状，结合大同市体育发展的大背景和大同市自身特点，用文献资料法、访谈法、问卷调查法、数理统计法、逻辑分析法等方法对大同市城区和新荣区进行实证研究。有国家层面的法律、国家的政策、公共场所的人及硬件等，从而对大同市体育公共服务体系中所出现的问题进行分析，了解大同市政府如何有效运行体育公共服务机制，最终探究出大同市体育公共服务机制中哪些因素容易导致政府工作效率降低，如何满足大同市市民日益增长的体育需求，为他们提供有效的体育公共服务，最终使大同市政府活动以公民的需求为导向和最终目标，以便完善大同市体育公共服务机制理论,建设服务型政府。研究说明了大同市市民还需要深入了解公共服务这一块，还需要提高个人对这些层面的关心，暂时都在目前还不能完全发起民众参与体育公共服务的热情，其他社会力量参与的程度更低，而且在规划体育公共服务的用地，财政预算，社会管理方面，政府都是起着不可替代的作用，但还需要大量的企业、事业单位，还有体育专业的人才作为志愿者加入进来，共同发展体育公共服务产业。从研究中得到的启示：城市体育公共服务本身就是一种政府为主导，其它力量共同参与才能完成好的事情，所以政府只有重新界定体育行政部门角色、调整城市体育公共服务顺序、建立城市体育公共服务多中心体制、加强城市体育公共服务非营利组织建设能力、健全相关法律法规、实施大同市体育公共服务问责制才能最终使政府成为以群众的需求为导向和最终目标的服务型政府。更多还原

【Abstract】 City sports public service is a government functions, improve thelevel of urban sports public service is the goal of urban development.This study based on the empirical investigation, study of DaTong citysports public service, both the need of theoretical research ofDaTong, DaTong city and improve the sports level of public serviceneeds.This study combined with the present situation of DaTong citysports public services combined with DaTong DaTong city sportsdevelopment big background and characteristics, using literaturedata method, interview method, public,theoretical urban developmentsports, survey method, mathematical statistics, logic analysis andother methods of DaTong city and XinRongOu for empirical research,investigation content includes government regulations, thegovernment financial input, facilities, activities and the degree ofsatisfaction and expectations, etc, and thus to DaTong city sportspublic service system in the analysis for the problems, understand theDaTong city government how to effectively run the sports publicservice mechanism, and finally explores the DaTong city sports publicservice mechanism is easy to cause the government work efficiencyis reduced, which factors in DaTong city how to meet people’s growing sports demand, provide effective sports public service forthem, and eventually make the DaTong city government activities tocitizens’ demand as the guidance and the ultimate goal of building aservice-oriented government, in order to improve the DaTong citysports public service mechanism theory.Research shows that people’s sports public service in the city ofDaTong city’s evaluation is not high, expectations of DaTong citysports public service evaluation and satisfaction disparity is very big,the DaTong city government are still not fully initiated people toparticipate in sports the enthusiasm of the public services, othersocial forces to participate in degree is lower, and in the planning landof sports public services, financial budget, social management, thegovernment plays an irreplaceable role, but also need a large numberof enterprises, institutions, and professional sports college studentsas volunteers to join in, to jointly develop sports public serviceindustry.Get inspirations from the study: the city itself is a kind of sportspublic service government as the leading factor, other forces toparticipate to do good things, so the government only redefine theadministrative department for physical culture and sports role, adjustthe city sports public service order, to set up the city’s sports publicservice center system, strengthening the construction of urbansports public service, a non-profit organization capacity and improvethe relevant laws and regulations, implementation of the DaTong citysports public service accountability can eventually make governmentguided by the needs of the masses and the ultimate goal of aservice-oriented government.更多还原
