军用物资航空集装化运输能力评价体系研究

【摘要】 随着国家利益的不断拓展,国家、军队对航空军事运输重视程度、投入的不断加大,航空集装化运输迎来了难得的发展机遇。本文从军用物资航空集装化运输保障体系的效能评估出发,按照基于现代信息化作战的要求,主要进行了以下研究工作:1、从影响因素和基本内容两个方面深入分析了军用物资航空集装化运输需求。其中,影响因素主要包括军事战略、作战样式、军事地理、军事部署、民航资源等;内容方面主要包括“运什么”、“运多少”和“运多远”等三个方面。2、阐述了军用物资航空集装化运输流程。流程整体上可划分为集结准备——机场装载——空中运输——机场卸载——战场支援5个主要环节。3、从系统工程理论的角度,研究了军用物资航空集装化运输体系,对其基本涵义、构成要素、结构形式和基本组成进行了详尽的阐述。军用物资航空集装化运输体系基本组成包括“四个体系”和“一个机制”五大模块,即保障设施体系、保障装备体系、保障队伍体系、技术标准体系和一体化保障机制。4、运用层次分析法和综合模糊评判相结合的方法,针对军用物资航空集装化运输体系的特点,制定保障效能指标体系。首先,通过对比分析常用评估方法,确定出利用层次分析法构造结构模型,划分层次,利用模糊综合评价法对各因素进行量化评分。其次,基于军用物资航空集装化体系的特点,应用层次分析法确定评估指标体系。然后根据专家问卷,构造专家判断矩阵;通过计算确定各层各指标权重,对权重值进行一致性检验;视各位专家同等重要,计算出航空军事运输保障装备体系综合效能评价指标体系权重。最后构建出军用物资航空集装化运输体系评价系统。5、进行军用物资航空集装化运输保障效能评估,结果接近4,故认为军用物资航空集装化运输保障效能为“较好”,得出了经过近十年的建设发展,军用物资航空集装化运输体系基本能够形成一定的规模能力,满足部队物资保障需求。

【Abstract】 In recent years, as our national interests developing and the state and the army giveincreasing attention and financial support to military air transportation, containerizedtransportation of military aviation cargo has seen great opportunities for development. Thisthesis starts from performance evaluation of the support system of military air containertransportation, and the following work is done based on the requirements of moderninformation-based warfare:1. Make an in-depth analysis of transport needs for military air container transportationfrom two aspects: influencing factors and fundamental contents. Influencing factors includemilitary strategies, patterns of warfare, military geography, military deployment, civilaviation resources, etc; basic contents include three parts, namely “what to transport”,“howmuch to transport” and “how far to transport”.2. Elaborate on the transport process of military air container transportation. Theprocess includes the following five successive links: assemble and prepare, load at theairport, transport by air, unload at the airport and give support at the battlefield.3. Research on military air container transportation system from the perspective ofsystem engineering theory and elaborate on its fundamental implications, componentelements, structural forms and basic composition. The military air container transportationsystem basically comprises “four sub-systems” and “one institution”, namely sub-systems ofsupport facilities, support equipment, support professionals, technical standards and theintegrated support institution.4. Make a system of performance indicators of the support system based oncharacteristics of military air container transportation using a combination of AHP and fuzzycomprehensive evaluation. The first, analyze commonly used evaluation methods and chooseAHP and fuzzy comprehensive evaluation. AHP is used to build the structural model and divide hierarchies and fuzzy comprehensive evaluation for quantitative scoring of variousfactors. Secondly, establish the system of evaluation indicators using AHP based oncharacteristics of military air container transportation. The system is composed of fourhierarchies. Then, construct a matrix of expert judgment based upon expert questionnaires,calculate to determine the weight each indicator carries in each hierarchy, and conductconsistency check on weighted values. The weight of the performance evaluation indicatorsystem of military air container transportation is calculated on the premise that each expert isequally important. Finally, build the evaluation system for military air containertransportation.5. The support efficiency evaluation result of military air container transportation isclose to4. This shows that support efficiency of military air container transportation is“relatively good”. The conclusion is drawn that over nearly a decade of development, themilitary air transportation system using air-mode containers has taken shape on a certainscale and is able to meet support needs of military supplies of the army.
