【副题名】基于高新区和非高新区企业创新的对比

【摘要】 中国在加入WTO后,制造业企业开始进入全球价值链,企业的创新活动出现新的变化。在此背景下,国家开始在一些经济、技术相对发达的地方建立一系列的高新技术开发区,来促进企业的创新行为发展。本文是在假设技术无限供给的条件下提出了一个后发国家高新区和非高新区的不同规模企业创新假说,揭示了园区内外企业创新行为特征及所依赖的企业生产投入要素及研发支出要素、政府支出要素等。理论与计量研究发现,高新技术开发区内企业与非高新技术开发区内企业创新有显著的不同：高新区内企业在中小规模阶段进行产品和工艺创新势头强劲,到大规模阶段创新动力不足,而园区外企业在小规模阶段发展缓慢,当企业规模逐渐增大到大规模阶段,产品和工艺创新增长迅速,甚至超越高新区开始阶段；且园区内小企业从发展初始阶段更注重原始创新,而园区外小企业主要依赖于消化吸收创新,园区内外中等规模企业兼顾自主研发和引进技术。促进中国企业自主创新的政策主要是完善园区各项制度,对中小企业创新鼓励、实行引导大于直接帮助机制,使得园区内企业能够实现自身更大的发展。更多还原

【Abstract】 With China’s accession to WTO, manufacturing enterprises enter the global value chain, thus new changes on innovation activities appear accordingly. In this context, the government starts to establish a series of High-tech Development Zones in some areas where economy and technology are not relatively developed, to promote innovation development of enterprises. For backward countries, this paper puts forward a hypothesis on innovation of enterprises with different scales located inside and outside the High-tech Development Zones, indicates the enterprises innovation characteristics and its relied factors such as the production inputs,research and development expenditure, government expenditures, etc., under the condition of unlimited supplies of technology. Theory and qualitative research reveals that significant differences lie on the innovation of enterprises inside and outside the High-tech Development Zones. Inside the High-tech Development Zones, enterprises innovate forcefully on production and craft during the small and medium-sized scale stage, then slow down during the large scale stage. However, outside the High-tech Development Zones, enterprises behave contrarily, and even exceed the enterprises inside the High-teeh Development Zones during the beginning stage. Besides, small enterprises inside the zones focus more on original innovation from the initial development stage, but enterprises outside the zones mainly rely on the digestive absorption of innovation. As for medium-sized enterprises both inside and outside, they take care of both independent research and technology import. For promoting the independent innovation of Chinese enterprises, the related policies need to improve the systems of the zones, to encourage SME innovation and to guide more than direct help.
