【摘要】 从自然科学的“熵（entropy）”到社会科学的“风险”，从管理层面的“危机”到执行层面的“应急”，这些无一不印证社会风险已经改变了人类社会的基本逻辑和结构，成为现代社会的中心问题。开展风险治理领域的研究，特别是对现有应急管理、危机管理、风险管理脉络进行系统梳理，理清三者之间的内在逻辑关系，明析风险源、触发过程、紧急状态（事件）等学术话语的适用范围，是顺应时代发展的基础性研究。整合风险治理，是各种公共或私人的组织和个体围绕风险源、触发过程、紧急状态（事件），相互支持、相互协调的持续互动过程。整合风险治理不是一个完整的管理系统，而是多个相对独立的管理系统的集合；整合风险治理不是围绕单一事务，而是围绕关联性较强的多种议题；整合风险治理不是一种静态管理活动，而是内在包含多种管理活动的互动过程。因此，整合风险治理具有开放性、复杂性以及非线性特征。整合风险治理的基本话语，是指在风险治理范围内，支撑整合风险治理话语体系的核心概念，具体包括风险源与风险管理、触发过程与危机管理、紧急状态（事件）与应急管理。风险源是指社会风险的根本来源，风险源存在着由显性到隐性，由隐性再到显性的循环往复过程。触发过程就是风险源转化成紧急状态的过程。具体的触发过程蕴含在自然、物品、资本、技术、制度、信息、组织、文化环境等多种因素的相互连接、相互作用的关系中。紧急状态，是指发生或者即将发生的紧急事件。紧急状态下，会衍生出新的风险源。然而，整合风险治理需要我们在承认话语差异的同时，加强学术领域的基本认同。具体而言：社会风险是一种客观实在，也是一种主观建构；整合风险治理能运用诱发或减缓的相向策略；强化整合风险治理观念，会改变民众的思维方式和生活方式。在风险文化语境下，整合风险治理包涵风险管理、危机管理、应急管理三大分支脉络，从风险管理到危机管理，从危机管理到应急管理，从危机管理、应急管理过程中衍生的新风险源又会重新回到风险管理的起点，这是一个循环往复的过程。从未来发展的角度而言，整合风险治理也是一个亟待完善的课题：需要搭建整合风险治理的学术平台，需要培养整合风险治理研究的专业人才，需要培育整合风险治理的公共认知，需要完善整合风险治理的协同机制。更多还原

【Abstract】 From the "entropy" of the natural science to the risk of the social sciences, fromthe "crisis" of the management level to the "emergency" of implementation level, thoseall confirmed that the social risk has changed the basic logic and structure of huma nsociety,which has become a central question of modern society.To carry out theresearch in the field of risk governance, especially Straighten out the logicalrelationship between existing emergency management, crisis management, and riskgovernance,analyzing the scope of academic discourse about risk source, the triggerprocess, the state of emergency (events),is a basic research conforming to the socialdevelopment.Integrated risk governance is a constant interaction process, in which public orprivate organizations and individuals, around the risk source trigger process,state ofemergency (events), support and coordinate mutually. Integrated risk governance is nota complete management system, but it is a collection of many relatively independentmanagement systems; And it is not based on single transaction, but it is around manyissues with strong correlation; It is also not a static management activities but ainteraction process, which contains a variety of management activities. Therefore, theintegration of risk governance is open, complex and non-linear.The basic words in integrated risk governance, means the core concepts ofdiscourse system within the scope of risk governance, which supports the integrationrisk governance, including risk source and risk management, trigger process and crisismanagement, emergency (events), and emergency management. Risk source refers tothe fundamental source of social risk, and it exists in a cycling process from dominantto recessive then to dominant. The Triggers process is the process of risk sourceconverting into a state of emergency. Specific trigger process contains in the interactionrelationship among the natural, goods, capital, technology, system, information, organization, culture, environment and other factors of mutual connection. Thestatement of emergency, refers to the emergencies occurred or is about to happen, whennew risk source can derive. Therefore, we need to admit the discourse differences and atthe same time, we should strengthen the basic identity in academic field, in particular:the social risk is an objective reality, is also a kind of subjective construction; Integratedrisk governance can use inducing or blunting as strategy; To Strengthen the perceptionof integrated risk governance idea, people’s way of thinking and life will be changed.In the cultural context of risk, integration risk governance includes three majorbranches of skeleton,which is risk management, crisis management, and emergencymanagement. From risk management to crisis management,, the new risk sourcederived from the process of crisis management or emergency management will be backto the starting point for risk management,this is a process of move in circles. In thelight of future development, the integration of risk governance is also a subject need tobe improved: the integration risk governance academic platform should be build,professionals should be trained, the public cognition should be fostered, and theintegration of risk governance synergy mechanism should be perfected.更多还原
