【摘要】 随着改革开放的进一步深化和中国经济的迅猛发展，国务院对天津重新进行定位，旨在将天津打造成为一个国际港口城市、北方的经济中心城市和生态城市，使越来越多的新理念、大型企业、高新技术、高端人才等纷纷涌入天津市，并推动了天津市的整体发展。日益增长的各种需求使城市不断向外扩张空间，尽管很多企业、居民等已经分散到了新城区，即使如此，城市中心依旧经受着巨大的压力，交通作为城市的生命线，它的负荷愈来愈趋近饱和。市中心拥堵的路面，刺耳的车鸣噪声的污染、大量机动车辆排放的温室气体等，与时尚的大都市、和谐生态城市不符合，阻碍了城市的发展。在与路面公交系统共同分担城市公共交通压力的同时，由于城市轨道交通具有便捷、环保、舒适、运输量大、占用面积少等诸多优点，轨道的延伸使城市可利用的空间不断扩大，城市规模也可顺势扩张，因此，城市轨道交通建设项目越来越受到各个大中型城市管理者的青睐，一大批城市轨道交通项目建设不断上马、如火如荼地进行。但城市轨道交通建设项目也存在着一些不可回避的缺点，比如投资额巨大、工期长、环境复杂、面临的风险各种各样。因此，本文希望通过探讨天津城市轨道交通项目风险管理问题，进行深入研究，以求寻得有效规避或尽可能减少项目实施过程中的由风险造成的损失，为城市轨道交通项目顺利实施提供保障，使项目取得预期的经济、社会及环境效益。本文在相关文献回顾和理论方法分析基础上，借鉴已建成的国内外轨道交通的建设运营经验，主要以天津市地铁5号线建设项目为例，对轨道交通项目风险管理问题进行研究。重点针对天津地铁5号线建设项目面临的经济风险、经营维护风险、法律违约风险、资源环境风险等风险因素进行定性与定量分析，并提出相应的风险防范对策。更多还原

【Abstract】 With the rapid economic development of China, the State Council relocates Tianjin andhas made decision to construct it to be an international port city, economic center of northernand eco-city. More and more ideas, enterprises, talents and technology flocke to Tianjin andpromote the development of it. Growing demand lead to continuously outward expansion ofthe urban space, even so, the urban center pressure is still large, the urban traffic as the citylifeline is close to saturation, crowded roads of the city, noise pollution caused by blaring carsound, and greenhouse gases of vehicle emissions, all cause obstacles for the development ofthe city and is inconsistent with the advanced metropolis and harmonious eco-city. As theurban rail transit has the advantages of convenience, comfort, environmental protection,occupied less area and large transport capacity, etc. It shares urban public transport pressurewith road public transport system. At the same time, the extension of the rail expand theavailable urban area,and city scale also smooth ly expand. Therefore, urban rail transitconstruction project get the favour of all city managers, so a large number of urban railtransit project constructions are in full swing. But, due to huge investment, complexenvironment and long duration, urban rail transit construction projects faces a variety of risks.therefore, this paper through research and discussion of Tianjin urban rail transit project riskmanagement issues, hope to seek effective measures to avoid and reduce risk loss in theprocess of project implementation, to ensure the smooth implementation of urban rail transitprojects, and to achieve economic, social and environmental benefits.Taking the construction project of Tianjin Subway Line5as an example, this paperstudies the rail transit project risk management issues. Based on the review of relevantliterature and the analysis of theoretical methods,and learned from construction andoperation experience of rail transit at home and abroad, the paper focuses on the riskes facedby Tianjin Subway Line5construction project,such as economic risks,the operating andmaintenance risk, legal risk of default, resources and environment risk and so on, and makes qualitative and quantitative analysis of the risk factors, so as to proposes appropriate riskprevention measures.更多还原
