【摘要】 改革开放以来,随着我国经济的发展与社会的进步,城市化率有了大幅度的提升。我国的城市化进程是由政府主导并推动的,因此,城市化背景下所产生的“村改居”社区在治理上被明显的打上了政府的烙印,并逐渐形成了以行政权力为中心的单中心治理模式。随着时间的推移,“村改居”社区的单中心治理模式在应对社区所面临的各种社会问题时遭遇了前所未有的困境。而与此同时,我国部分地区“村改居”社区多中心治理的条件在积极酝酿之下正渐趋成熟。本文以构建“村改居”社区多中心治理模式为目标,以目前我国“村改居”社区单中心治理模式所遇困境为线索,归纳分析了“村改居”社区单中心治理模式的一般特点及其内生原因,并以K市S社区为案例,总结剖析了“村改居”社区多中心治理雏形的特点、生成促进因素以及治理中所存在的不足,进而指出S社区多中心治理雏形之于“村改居”社区一般治理模式的启示作用。在此基础上,以国内城市社区典型治理模式与国外社区多中心治理模式为借鉴,进而提出构建我国“村改居”社区多中心治理模式的可行性路径,以期为创新我国社会管理布局、增进社会和谐、促进社会安定献上一份绵薄之力。更多还原

【Abstract】 Since the reform and opening, with the development of our national economy and the progress of the society, urbanization rate has greatly improved. The process of urbanization of our country is dominated and promoted by the government therefore,"Country to Residence" Community produced under the background of urbanization is significantly branded by government in management, and gradually formed single-centric governance mode with administrative power as the center. As time goes on,"Country to Residence" Community single-centric governance mode encountered unprecedented dilemma in dealing with a variety of social problems that community faces. And meanwhile, Poly-centric governance conditions of "Country to Residence" Community in some areas of China is gradually mature.With constructing "Country to Residence" Community poly-centric governance model as the goal, and difficulties that "Country to Residence" Community Single-centric governance model meet as clues, this paper inductively analyzes general characteristics and endogenous reason of "Country to Residence" Community Single-centric governance model.And with community S of K city as a case, this paper analyzes and summarizes the characteristics of "Country to Residence" Community Poly-centric governance prototype, and generative contributory factor and existent insufficiency in management, then points out enlightenment function that polycentric governance prototype via "Country to Residence" Community general governance model. On this basis, taking typical domestic urban community governance model and foreign community polycentric governance model as reference, proposing the feasibility path of "Country to Residence" Community poly-centric governance model in our country, in order to offer a meagre strength in innovating social management layout of our country, furthering social harmony, and promoting social stability.更多还原
