新世纪杭州市农技推广服务体系改革研究

【摘要】 农业技术推广服务体系是面向广大农民,为农村地区提供各项农业技术服务的组织集合体,是推进农业技术转变为农村生产力的重要纽带,也是促进农村经济发展和提高农民科技文化素质的重要载体,在促进农业科技成果向现实生产力转化过程中发挥着重要作用,它包含农业技术推广服务组织结构、管理体制、运行机制及服务内容,是关于农技推广服务的有机体系。创新农业技术推广服务体制与机制、构建新型农业技术推广服务体系已成为国家社会经济转型期农村社会化服务所面临的新任务、新挑战。本研究以社会学和新公共管理、公共服务理论为基础,采用实证分析、系统分析等研究方法,从政府“公共治理”角度系统分析杭州市现代农业发展及其农技推广服务体系现状,围绕服务体制创新、运行机制创新、服务内容及服务模式创新三个层面总结杭州市在农技推广服务体系改革方面的有效经验,在此基础上,对杭州市农技推广服务体系在改革中面临的新形势、新问题进行探索,提出加快杭州市农技推广服务体系建设的发展思路,并有针对性地提出加强杭州市和东部沿海地区农技推广服务体系建设的政策建议。一是通过对杭州市农技推广服务体系改革实证分析得出：(1)各级政府是农技推广服务的主导力量；(2)在服务体制上,政府重视自上而下的组织体系构建、管理方式创新及人才队伍建设；(3)运行机制上,开始探索政府主导下的多元力量参与机制；(4)服务内容上,突出了多元性、类型化及注重农业机械化建设；(5)服务模式上,注重发挥市场及社会力量参与,因地制宜拓展多种服务方式。二是提出了推进杭州市农业技术推广服务体系的发展思路：(1)强化“公共服务理念”,政府必须遵循服务型政府理念,抛弃过去轻视农技推广、轻视农业发展的思想,切实提高农业科技推广服务水平与服务能力；(2)完善“多元主体参与”机制,建立由政府、社会、市场、科研院所等组成的多元主体参与的农技推广服务体系模式。三是提出了加强杭州市农技推广服务体系建设的政策建议：(1)构建农业技术推广区域服务站和四级农技推广服务站所,加强农业推广服务机构建设；(2)创新政府主导下、市场运作、社会协调的运行体制,改革农业技术推广管理体制；(3)提高农技推广人员的职业化和专业化程度,优化农技推广服务人员结构；(4)从参与主体、技术平台和服务手段方面,改善农技推广的服务方式;(5)建立农民需求信息反馈机制,不断改善农业技术推广体系的外部环境,完善农业技术推广服务机制。本研究通过对杭州市农业技术推广服务体系进行分析,总结了杭州市在农业技术推广服务系统建设方面的经验和问题,所提出的对策建议对于加强沿海地区农技推广服务体系建设具有一定的借鉴和参考。更多还原

【Abstract】 Agricultural technology extension and service system is the rural areas of agricultural technology service organization aggregates for the majority of farmers, is the important linkto advance agricultural technology into productive forces in rural areas. is also the important carrierto promote rural economic development and increase farmers’ scientific and cultural qualities, playing an important role in the process of promotion of agricultural science and technology achievements into practical productive forces, it contains agricultural technology extension service organization structure, management system, operation mechanism and service content, is the organic system of agricultural technology extension service. Innovation of agricultural technology extension service system and mechanism, constructing new agricultural technology extension service system has become the country’s social and economic transition period of rural socialization service is facing new task, new challenges.The research based on the social science and new public management, public service theory, useing empirical analysis, system analysis and other research methods, from the government’s" public management" angle systems analysis Hangzhou modern agricultural development and agricultural technology extension service system present situation, around the service system innovation, mechanism innovation, the service content and the service mode innovation three dimensions summaris the effective experience of Hangzhou City Agricultural Technology Extension System Reform, on the basis of this, exploring the new situation, new problem in the Hangzhou agricultural extension service system reform, put forward to the development ideas accelerating Hangzhou City Agricultural Technology Extension Service System Construction, and proposes the policy recommendations to strengthen the Hangzhou and the eastern coastal area agricultural technology extension service system Construction.First, through the Hangzhou City Agricultural Technology Extension Service System Reform empirical analysis:(1)Various government is the dominant force of Agricultural Technology Extension Service;(2) In the service system, the government pay attention to the top-down organizational system、management innovation, and talent team construction;(3)operation mechanism, Exploring multiple forces participating mechanism;(4)the service content, highlighting the diversity, type and pay attention to agricultural mechanization construction;(5)service mode, pay attention to the function of market and social force to participate in, develop a variety of service suiting to the local conditions.Second, put forward to advance Hangzhou City Agricultural Technology Extension Service System Development Ideas:(1) to strengthen the " public services", the government must follow the concept of service-oriented government, to abandon the past, contempt of fanning ability promotion, despise agriculture development thought, cogent improve agricultural science and technology extension service level and service capabilities;(2) improve the " pluralistic main body participation" mechanism, set up by the government, society, market, scientific research institutes such as the composition of multiple subjects participating in system of service of farming ability promotion mode.Thirdly, put forward to strengthen Hangzhou City Agricultural Technology Extension Service System Construction of the policy recommendations:(1) construction of agricultural technology extension service station and level Four area of agricultural technology extension service station, strengthen the agricultural extension service institution construction;(2) innovation under the leading of government, market, society to coordinate the operation of the system, the reform of agricultural technology promotion management system;(3) to raise farming ability to popularize personnel occupation and specialization degree, the optimization of agricultural technology extension service personnel structure;(4) from the participation main body, technology platform and service means, improve agricultural technology extension services;(5) the establishment of farmers demand information feedback system, and continuously improve the agricultural technology promotion system and external environment the promotion of agricultural technology, perfect service mechanism.The research through analyzing Hangzhou agricultural technology extension service system, summed up the experiences and problems in Hangzhou agricultural technology extension and service system construction, the countermeasures and suggestions has certain refernce for srengthening the coastal arecas of agricultura technology extension service construction.更多还原
