【摘要】 我国社会主义新农村建设进入了关键时期，正由传统农业向现代农业转变，作为国民经济的核心和纽带，金融业在这个转变过程中作用发挥如何，将直接影响现代农业的发展水平。如何破解农村金融服务相对滞后，不能满足广大农民日益增长的金融需求的难题将是金融部门，特别是我们人民银行亟待研究解决的新课题。本文以农村经济相对落后的榆林市为对象，通过剖析金融在支持社会主义新农村建设中所面临的困难，探索在新形势下创新农村金融服务，加大农村信贷投入，支持社会主义新农村建设和农村经济科学发展的有效途径。本文共分为六部分。论文回顾和分析了国内外农村金融文献及相关理论；阐述了榆林市经济发展的基本情况和榆林市银行业金融机构的组织体系和业务概况，分析了农村金融服务的特点；从榆林市农村金融机构缺失与农村市场需求之间、对农村投资不足与农村资金外流之间、银行放款难与农民贷款难、财政支农投入与农业信贷投入之间、信贷支农与风险控制之间、金融服务品种单一与日益增长的农村需求之间等七个方面分析了榆林市目前农村金融服务体系存在的问题；对榆林市农村金融服务中存在的问题产生原因进行了剖析；借鉴了发达国家现有的农村金融体系，提出了榆林市金融支持农村经济发展的一系列政策建议。本文对于改进农村金融服务水平，实现农村金融支持社会主义新农村建设进而促进榆林市农村经济持续快速发展具有一定的理论价值和现实意义。更多还原

【Abstract】 The new socialist countryside construction in China has entered a critical period oftransition from traditional agriculture to modern agriculture, as the core of the nationaleconomy and ties, the role of the financial sector in this transformation process play how willdirectly affect the level of development of modern agriculture. How to crack financialservices in rural areas is lagging behind, can not meet the financial needs of the majority offarmers growing problems in the financial sector, especially People’s Bank of urgent researchto solve the new topic.Relatively backward rural economy in Yulin City, by analyzing the difficulties faced bythe financial support the construction of a new socialist countryside, explore innovativefinancial services in rural areas under the new situation, to increase investment in rural creditto support the building of a new socialist countryside and an effective way for the scientificdevelopment of the rural economy.
