城镇控制性详细规划管理信息系统研究与开发

【摘要】 在全球信息化的大背景下,随着城镇化的不断推进,为了适应可持续发展的要求,引入信息化手段来辅助城镇规划与管理将成为一种趋势。在控制性详细规划日益成为城乡规划编制体系的核心环节的今天,针对当前城镇信息化进展相对缓慢的现实,论文试图通过城镇控规管理信息系统的研究和开发,以此作为城镇信息化的突破点,进而推动城镇信息化的整体推进。论文总结了城市(镇)规划管理信息系统研发的相关技术,提出了城镇控规管理信息系统的研发目标,对开发模式、系统功能、数据改造等方面进行了研究和设计。通过Python和VBA混合编程,高效地实现了控规地块与指标数据的改造整合,为控规管理信息系统的搭建提供了数据支撑。论文利用C#语言和ArcEngine组件,开发了城镇控规管理信息系统,实现了诸如空间查询、指标管理、要素分级、分类统计、城区空间形态展示等各项功能。本文只是对控规管理信息系统研究的初步探索,希望能抛砖引玉,吸引更多的学者或研究人员关注城镇规划管理信息系统的建设,关心城镇信息化这一大课题,从而持续地提高我国城镇化质量。

【Abstract】 In the context of the global information technology, as urbanization continues to advance, in order to adapt to the requirements of sustainable development, means of the introduction of information technology to aid urban planning and management will become a trend. Today controlling detailed planning increasingly becoming the core areas of urban and rural planning system, relatively slow for the current urban informatization progress reality, this thesis attempts to research and develop the urban regulatory control management information system as urban informatization breakthrough point, thus promoting the overall advancement of urban informatization. The paper summarizes some technology related to research and development of the management information systems of the city (town) planning, proposed the aim to the research and development of the management information system of the town’s controlling detailed planning, research and design the development model, system functions, data transformation. By mixing Python and VBA programming, transform and integrate the regulatory control block and index data efficiently, providing data support to building the management information systems of controlling detailed planning. Papers utilize the C#and ArcEngine components to develop the regulatory control management information systems for small towns, accomplishing various functions such as spatial query, index management, elements of grading, classification and statistics, urban space morphology show. This article is only preliminary exploration research of regulatory management information system, and I hope to start a discussion, attracting more scholars or researchers concerned about the construction of the management information systems of urban planning, concerned for the topic of the urban informatization, to continue to improve the quality of China’s urbanization.
