【摘要】 向阳风电场是我国东北地区大型风力发电企业之一，它的五期建设工程，在不同阶段采用了定额计价和工程量清单计价两种方法。根据向阳风电场五期工程的实践经验，对两种模式进行对比分析，进一步认识到它们的本质及趋向。目前，我国建筑市场工程量计价模式还处于“过渡时期”。向阳风电场五期工程运用计价方式的过程，可视为进行一次两种模式交替使用的实验。随着建筑市场计价管理机制的逐步完善，必然产生此消彼长的变化，工程量清单计价方法将会完全代替传统的定额计价方法。工程量清单计价方法是一种科学、合理的工程造价的计价方法。作为一种市场定价模式，体现出了市场的竞争性，能真正实现我国“市场形成价格”的工程造价改革目标，有利于建筑市场的健康发展。工程量清单计价模式的科学性、先进性、严谨性已被发达国家和地区的工程实践所证明，现已成为市场经济较为发达国家和地区基建投资控制广为采用的国际惯例。《建设工程工程量清单计价规范(GB50500-2003)》的施行,是我国深化工程造价管理改革和完善工程价格管理体制的重要内容,是规范建筑市场经济秩序的重要举措，是一种市场定价模式，是产品的供、需双方在建设市场上根据供求状况、信息状况进行自由竞价，最终签订工程合同价格的模式。它有利于促进政府职能的转变,有利于有效地控制工程造价,有利于在公开、公平、公正的竞争环境中合理确定工程造价,能够提高投资效益,使建设工程造价从此走上了一个新的发展阶段。最后，针对两种模式在施行过程中存在的一些问题，提出相应的建设性意见，以利于全面施行建设工程工程量清单计价。更多还原

【Abstract】 Xiangyang Wind Power Site is one of the large enterprises by wind power in thenortheast of China. Its fifth phase of the project has taken two kinds of valuationmethod of quota and bill of quantities. In the practical process of Xiangyang WindPower Site project (fifth phase), we made a comparative analysis of two valuationmethods, and got a clear understanding further of their essence and trends.At present, valuation methods in our construction markets still are in a period oftransition. The practical process of the usages of valuation models in XiangyangWind Power site project use of two valuation models. In pace with managingvaluation mechanism being perfected day by day, between the two models willproduce great changes necessarily, and the valuation method of bill quantities willsubstitute for traditional quota valuation method wholly.The valuation method of the bill of quantities is one of scientific and reasonablemethods of cost estimate and valuation in construction industries. As a market pricingreform goal of the “market forming price” in our country, it benefits to the healthydevelopment of our construction market. The scientific nature, advanced nature,precise nature of this methods have already been proved by the practice en which iswidely adopted in the control investment in capital construction by the countries andregions whose market economy is more developed.The implementation of “the Quantities Bill Valuation Standard in ConstructionProject (GB50500-2003)” is the important content of China’s deepening project costimportant measure to regulate the construction market economic order. It is an important measure to regulate the construction market economic order. The valuationstandard is a kind of market pricing model. It is a model that the supplying andrequisitioning parties in the construction market free bid and finally sign the contractprice, according to the supply and demand situation and information. It is conduciveto promote the transition of government function, to effectively control theengineering cost, to the reasonable determination of the construction cost in an open,fair and just competition environment. Thus it’ll improve the benefit of investment,make the construction engineering cost step to a new stage of development.At last, in view of existing problems of two models in the practical process,some constructive suggestion are put forward for the benefit of the method of billquantities being put into practice totally in construction projects.更多还原
