新城开发建设中生态环境容量影响研究

【摘要】 当今社会,环境污染和生态破坏威胁着社会经济发展、人民的健康生活。一直以来,我们都是走的先污染后治理的老路,对于环境的前瞻性保护做的远远不够。环境问题与城市发展密切相关,我国当前正处于快速城镇化时期,新城建设如火如荼。随着新城开发中区域人口和产业的聚集,城镇化率的不断提高,对生态环境带来严重的影响,所以在新城的开发建设中就不得不考虑到生态环境容量的限制。环境容量在最大范围内限制人类活动对于城市的影响,是评估城市健康和城市可持续发展的重要指标。随着国家环保政策将达标排放控制转向污染物总量控制,环境容量的研究成为了确定污染物排放总量的基础。目前随着城市生产生活规模的日益扩大,环境容量的重要性也逐渐凸现出来,它不再是取之不尽用之不竭的天然资源,而是如同矿产、森林、淡水资源一样。本文在此论点的基础上,切中目前环境保护的发展趋势,符合科学发展观的要求,对环境容量的四大要素进行了研究,并结合新城开发的特点,提出了新城开发中环境保护的若干策略。环境容量具有有限性、客观性、稳定性、变更性、可控性、周期性与地域性等六大特点,它不再是纯粹的自然净化能力,它还包括了人类的净化活动。通过对新城规划建设及其环境特征的研究,本文认为新城的开发建设应该受该地区环境容量的约束,本文以咸宁贺胜桥地区贺胜新城开发为例进行了实证研究,分别针对地区的土地适用性、人口承载力、水环境容量、污染物容量等进行定量和定性的研究,从而制定相应的城市环境保护策略,并用于反推城市用地面积和城市人口以及城市可引进的产业。研究结果表明:贺胜桥地区自然资源丰富,在保证城市开发与自然环境的协调可持续发展的目标下,需要在城市开发前期进行该地区的城市环境容量研究论证,以进一步确定城市开发过程中的土地、人口以及产业等各要素的容量和要求。

【Abstract】 Nowadays, environmental pollution and ecological destruction threatening thedevelopment of the social economic and the people’s health living. All along, we are takingthe old road which is "treatment after pollution", but the preceding environmentalprotection is far from enough to do. Environmental issues and urban development is closelyrelated to each other, China is currently in the period called rapid urbanization, there areMetro constructions in the new city. The urbanization rate goes up continuously with thegather of the population and industry in the development area, and then the ecologicalenvironment have serious repercussions. So the limit with the capacity of the ecologicalenvironment would have to refer during the development and construction in the new city.Environmental capacity as the upper limit of human activities to affect the environment wasan important indicator used to assess the health of the city and sustainable development.With the national environmental policy adjust from the discharge of pollutants emissionscontrol to control the gross of the pollutants, the research about capacity of the environmenthas also become the basis for determining emissions. The importance of environmentalcapacity is increasing gradually emerged as the scale of production and life of the city, itcan no longer feel free to use as the "godsend", but become resources such as mineral,forest, fresh water. This paper based on this view, hit on the topics of current environmentaltrends, be consistent with a number of requirements of the scientific development concept,have research the four elements in the environmental capacity, and proposed a number ofstrategies of the environment protection in the development of the new area.This paper argues that environmental capacity is not only a purely capability of naturalpurification, but also includes the purification of human activities. Environment capacityhas six characteristics such as limited capacity, objectivity, stability, changeability,controllability, periodicity and regional. Through the research in the town planning andconstruction and its environmental characteristics, this paper holds that the developmentand construction of the town should be restricted by the region environmental capacity. Inthis paper HeShengQiao new town development in XianNing as an empirical research, to do quantitative and qualitative research respectively on areas where the land suitability, thepopulation capacity, water environmental capacity, and pollutant capacity. And then tomake corresponding urban environmental protection strategy, and used for reckoning thecity land area and the urban population as well as the industry which can be introduced intothe city. The results show that: HeShengQiao area is rich in natural resources, to be sure thecoordinated and sustainable development of the urban and natural environment, need to dofeasibility study about the urban environmental capacity in the prior development of the city,and then to further define the land, people and industry and so on each element of thecapacity and requirements in the process of developing of the city.
